DESCRIPTION OF DUTIES :Under the direction and supervision of the Area Administrator, the EOPS - CARE /Student Equity Counselor provides academic, career, personal, and crisis counseling; assesses placement tests; develops educational plans; guides students through basic skills, general education, and transfer coursework; implements an academic progress report and follow-up process; facilitates support for the EOPS - CARE and student populations identified in the Student Equity plan as assigned; and disproportionately impacted students such as educationally disadvantaged, first-generation, members of underrepresented groups, ethnic minorities, persons handicapped by language, social or economic disadvantaged, foster youth, and undocumented students. Collaborates with the implementation of the Student Equity plan from a categorical program perspective; and, works closely and collaboratively with the EOPS / CARE /NextUp Director or Dean of Student Success and staff. Essential Duties Summary
COUNSELOR RELATED - ESSENTIAL DUTIES : - Provide above and beyond academic, career, personal and social counseling to a low-income, diversified student population within the EOPS and CARE programs and student populations identified as disproportionately impacted.
- Assist program and student equity student population with academic and vocational advising, understanding academic regulations, self-exploration, decision making, educational and career planning and establishing appropriate AA/AS, transfer, and vocational certificate goals.
- In collaboration with all college staff and counselors, assist with student recruitment and serve as liaison with the feeder high school(s) within the Yuba College county areas, as assigned.
- Assist in developing programs and services, which will attract and retain assigned student equity populations.
- Assist with the college-wide implementation of activities necessary to carry out the goals and objectives of EOPS / CARE /NextUp.
- Provide feedback to the Director of EOPS / CARE /Next Up and Dean of Student Success, or designee concerning student needs and outcomes.
- Serve as a liaison between the Financial Aid Office and EOPS / CARE /NextUp for the benefit of the students served by these special programs, as well as feeder high schools and Community groups.
- Assist with the development of delivery systems using technology for above and beyond and alternative student services.
- Work with students to develop individual Educational Plans, organize, and implement follow-up services and/or workshops for those students who have not yet decided on a career.
- Maintain currency on emerging markets, careers, & labor market information & provide information to other Student Services staff.
- Assist in the development and implementation of Degree Audit and electronic Educational Plan.
- Participate in Program Review, SLO development and assessment.
- Learn and become proficient in the use of technology systems used by YCCD , including Colleague, Self Service, SARs Grid, and elumen.
- Develop individual and group counseling processes to assist students in making decisions regarding AS/AA, transfer, and vocational goals and academic programs.
- Aid students in resolving personal problems that may adversely affect their achievement.
- Assist students on probation in overcoming academic deficiencies and developing plans for improving performance.
- Assist students in identifying, examining, evaluating and selecting personal and educational goals.
- Assist with training of program staff and student employees.
- Work in collaboration with other Student Services programs to coordinate and avoid duplication of services.
- Administer and interpret interest inventories and study skills assessment tests to include the dissemination of results back to students.
- Assist in compiling and entering all required statistical data.
- Teach Counseling classes each semester as assigned.
- Provide crisis counseling as assigned.
- Participate in all aspects of the college community as a faculty member (Academic Senate. Curriculum Committee, departmental liaison and various other committees and task force).
- Make referrals to other counselors, managers, faculty members, staff and student services and resources (e.g. Financial Aid, Basic Needs, Career Center, Academic Success Center, and social service agencies) as appropriate.
REQUIRED DUTIES :
Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students.
Required Qualifications
REQUIREMENTS FOR THIS POSITION : Selected persons must maintain a flexible work schedule, which allows for off-campus assignments and be enthusiastically capable of adapting to the various conditions and demands of the program. Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnical backgrounds of community college students.
MINIMUM QUALIFICATIONS : The successful candidate, by the final filing date, must possess the minimum qualifications for Counselors at California Community Colleges: EOPS Counselors are those persons designated by the community college to serve as academic counselors in the EOPS program and must possess:
- Master’s Degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work, or career development, marriage and family therapy, or marriage, family and child counseling
- OR The equivalent
- AND have completed a minimum of nine (9) semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social or economic disadvantage
- AND have completed six (6) semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language social, or economic disadvantages
- AND have two (2) years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.
- The equivalent OR
- Possess a California Community College Counselor life credential.
( NOTE : A license as a Marriage and Family Therapist ( MFT ) is an alternative qualification for this discipline, pursuant to Title 5 Section 53410.1.)
EQUIVALENCY : Applicants must meet YCCD minimum qualifications by the filing date or have been awarded equivalency by the District prior to the publication of the Recruitment Announcement.

PREFERRED QUALIFICATIONS : - Preferred experience working with ESL communities
- An understanding of Hispanic Serving Institution and the Latino/a/e student experience (Desirable Qualifications).
- Bilingual/fluency in Spanish, Hmong, or Punjabi, and English preferred.
- Two years of experience working with disadvantaged students, minority students, and students with disabilities.
- One year of administering assessment instruments and diagnostic skills preferred.
- Demonstrated organizational skills.
- Ability to communicate well with a wide range of people, both oral and written required.
- Prefer background similar to that of participants.
