The PositionBargaining Unit: Local 21 - Supervisory Management Why join the Contra Costa Public Works Department?The Contra Costa County Facilities Services Division in the Public Works Department is seeking a qualified individual to fill a Senior Capital Facilities Project Manager position located in Martinez, California. This position will oversee the Minor Capital Projects group in the division and, under general direction, will be responsible for the management of the County’s delivery of minor capital projects.
This position requires an extensive project management background and will play a key role in managing the Divisions Job Order Contracting (JOC) program, coordinating projects across the Division’s trade groups, assisting in daily operations, and training and developing other project managers within the Division. The Public Works Department provides for the construction, maintenance, and improvement of infrastructure within the unincorporated area of Contra Costa County and the Flood Control District, as well as county buildings and grounds. Facilities Services, a division of Public Works, provides maintenance, repair, and minor capital project services for County buildings and facilities, both owned and leased.
The Contra County Public Works Department (CCCPWD) is responsible for the maintenance and operation of over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. CCCPWD services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, and storm water management. CCCPWD operates two airports, Buchanan Field Airport in Concord, and Byron Airport in Byron. CCCPWD strives for continuous improvement to deliver cost effective, safe reliable and sustainable projects, programs, and quality services.

What you will typically be responsible for:- Developing, planning, scheduling, and executing Capital Projects throughout the County
- Supervising subordinate staff, offering opportunities to train and evaluate their performance
- Ensuring change orders and payments follow county policies, guidelines, and procedures
- Informing various parties about project statuses, including frequent communication with the Division Manager
- Managing project budgets and schedules through completion, ensuring work is completed timely and within budget
- Ensuring projects are properly closed out at the completion

Minimum QualificationsLicense Required: 1) Possession of a valid California Motor Vehicle Operator's License. Out of state Motor Vehicle Operator's License will be accepted during the application period.
2) Possession of a valid State of California Professional License as an Architect or Professional Engineer. Out of state Professional Licenses will be accepted during the application period.
Education: Possession of a Bachelor's Degree from an accredited college or university with a major in architecture, engineering, construction management or a closely related field.
Experience: Five (5) years of full-time (or its equivalent of full-time) professional architectural or engineering experience in the design and construction of architectural/engineering building construction, renovation, upgrading, remodeling, and tenant improvement projects.
Substitution for Professional License: Either: Possession of a Master's Degree from an accredited college or university with a major in architecture, engineering, construction management or a closely related field AND two (2) additional years of qualifying experience noted above may be substituted for the required license.
OR Five (5) additional years of qualifying experience noted above may be substituted for the required license.
Desirable Qualifications:- Previous sustained experience in positions that required advanced project management and problem-solving skills
- Previous experience working for a public agency
- Previous experience supervising staff and evaluating performance
- Previous experience utilizing Job Order Contracting (JOC)
Selection ProcessSelection Plan: Application Filing and Evaluation: Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
Online Video Interview Assessment: Candidates who possess the minimum qualifications will be invited to participate in an online video interview assessment. The assessment (interview) will be conducted to measure candidates' competencies as they relate to the job. These may include, but are not limited to: Analyzing and Interpreting Data, Innovative Problem Solving, Critical Thinking, Decision Making, Design Sense, Legal and Regulatory Navigation, Professional and Technical Expertise, Attention to Detail, and Displaying Ownership and Accountability. In the Oral Assessment, candidates must achieve an overall passing score of 70% or higher (Weighted 100%) . T he online video interview assessment will be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment, as well as a computer or mobile device with a camera.
The assessment is tentatively scheduled to take place via computer (remotely) between July 21, 2026, through July 27, 2026. Departmental Hiring Interview:To be scheduled by the department once the eligible list is established.
