About the DepartmentThe Budget Office operates under the leadership of the Budget Director who reports to the City Manager. Supported by a staff of 18.5 positions, the Office is responsible for all functions associated with the development and monitoring of San José’s budget for over 140 funds (General Fund, Special Funds, and Capital Funds) in alignment with the goals of the City Council. Budget staff are responsible for preparing and publishing all budget documents, forecasting revenues, and, on a regular basis, performing analysis of budget and/or service-level related issues, and supporting performance measures tracking and data-driven service delivery. The Budget Office has a dynamic action-oriented culture that offers flexibility within a mutually supportive and cooperative environment, working with colleagues across departments to resolve complex fiscal issues. Position DutiesThe City Manager’s Budget Office is currently seeking to fill one full-time Senior Executive Analyst position.
Salary range for this classification is $117,433.68 - $179,397.40 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.
The Senior Executive Analyst (SEA) is a manager level classification and plays a critical role in developing Analysts and guiding them with their assignments. The SEA position is distinguished from a Budget Analyst position primarily by the scope and complexity of their assignments, the supervisory role they play, and the ability to independently perform their work. The incumbent will be responsible for operating and/or capital budgetary analysis assignments for a City Service Area (CSA) and several City departments, including assisting their assigned CSA/departments in developing and monitoring their operating/capital budgets; analysis of revenues and expenditures; coordination and presentation of budget information to the City Manager; preparation of the City's annual Operating and/or Capital Budgets; review of budget-related departmental requests; collaboration with departments to resolve budgetary issues; review of City Council memoranda for budget implications and appropriate budget language, conducting research on budget and policy-related matters; and special projects as assigned. During critical times of the year, this position will be expected to work overtime, both weeknights and weekends, for the preparation and release of several key budget documents.

In addition, key duties and responsibilities for this position include but are not limited to:
- Contributes and assists in the development of key budget documents, including the Proposed Budget, Adopted Budget, Fees & Charges Report, Mid-Year Budget Review, Year-End Clean-up Actions, and Annual Report
- Supervises, trains, and guides reporting staff to develop the technical skills necessary in the Office, the processes and policies of the City and Office, and use of the City’s budgeting platform.
- Working collaboratively with City departments and Budget Office senior leadership, solves complex budget issues, mindful that competent and quick resolutions positively impact service delivery to the community.
- Conducts research and data analysis on budget and policy-related matters, and formulates and presents a recommendation to Budget Office senior leadership.
- Reviews City Council memoranda for budget implications and appropriate budget language.
- Effectively supervises and motivates a team of Budget Office staff to ensure timely and accurate completion of assignments.
- Reviews and edits budget documents, reports, memoranda and briefing materials.
Minimum QualificationsEducation and Experience Bachelor's Degree from an accredited college or university and four (4) years of professional level analytic and/or administrative experience. A Master's Degree in public administration, business administration or related field is preferred, and can be substituted for one year of the required experience.
Required Licensing (such as driver’s license, certifications, etc.) Possession of a valid California Driver’s license may be required for some assignments
This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
