DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Parks and Recreation Department is dedicated to building a sustainable community and enhancing the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community. To achieve this mission, HPARD is seeking a Senior Division Manager to join its Urban Forestry Division.

The potential candidate will play a role in the following duties:
• Establishes tree planting goals and objectives; coordinates and oversees field aspects of tree planting programs; reviews planting requests and monitors contracts.
• Leads annual Arbor Day and Christmas Tree events, ensuring compliance with city standards and quality specifications.
• Oversees natural areas, native plant propagation, habitat management, and wildlife conservation across park properties.
• Serves as Departmental Resilience and Sustainability Officer, implementing initiatives under Resilient Houston and the Houston Climate Action Plan.
• Acts as the City’s technical expert on habitat and wildlife topics; reviews park construction projects for environmental impact.
• Ensures compliance with Nature Preserve and Natural Area Ordinances and other environmental laws.
• Meets with civic groups and HOAs to promote tree adoption and educate on tree-related topics.
• Oversees volunteer tree planting organizations and landscaping contractors to ensure work meets city standards.
• Utilizes GIS tools for data collection and develops a comprehensive Conservation Master Plan and SOPs for the NRMP.
• Prepares RFQs and requisitions for trees, mulch, and forestry equipment; administers budgets, reports, and grants for restoration projects.
• Implements in-house training programs for managers and represents the department at meetings and field visits.


WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditioning.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a bachelor’s degree in Business Administration, Accounting, Engineering, or a field related to the activities of the division.

EXPERIENCE REQUIREMENTS
Eight years of progressive professional experience related to the activities of the division are required, with at least three of the years in a supervisory or managerial capacity. A master’s degree in business administration, Public Administration or a field related to the activities of the division may be substituted for two years of non-supervisory experience. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
