Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Provides senior level professional analytical, administrative, and executive operations support to the Director of Houston Public Works in a fast-paced, high-volume executive environment. Supports the Director in coordinating executive priorities, managing executive office operations for one of the City’s largest departments, serving more than 4,500 employees across multiple divisions and functions. Performs highly responsible professional work involving executive office operations, management analysis, executive communications, and special projects that support departmental operations and executive decision-making.
Supports executive priorities by facilitating communication, conducting research, analyzing information, and coordinating executive office activities. Exercises sound independent judgment while handling highly sensitive and confidential information and frequently serve as a liaison between the Director, executive leadership, elected officials, governmental agencies, external stakeholders, and department personnel.
Coordinates executive operations by evaluating competing priorities, facilitating executive scheduling and coordinating executive commitments, coordinating executive travel and purchasing activities, and related administrative processes, monitoring departmental priorities and executive action items, and supporting executive decision-making through research, analysis, and project coordination. Researches, compiles, analyzes, and interprets information from multiple sources; prepares executive summaries, briefing materials, presentations, reports, and executive correspondence; monitors departmental priorities and executive action items; and develops recommendations to support operational effectiveness and executive decision-making.

The Senior Staff Analyst is responsible for the following:
- Providing senior-level analytical and executive operations support to the Director in the management, coordination, and evaluation of departmental priorities.
- Supports executive priorities by facilitating communication, conducting research, analyzing information, coordinating executive office activities, and supporting executive decision-making.
- Researching, analyzing, and preparing reports, executive summaries, presentations, briefing materials, and correspondence for executive leadership.
- Investigating administrative and operational issues, gathering information from multiple sources, analyzing findings, and developing recommendations for management consideration.
- Coordinating executive meetings, conferences, special events, speaking engagements by preparing agendas, briefing materials, executive correspondence, presentations, coordinating logistics, and tracking follow-up activities.
- Serving as a liaison between the Director, executive leadership, elected officials, governmental agencies, community organizations, vendors, external stakeholders, department personnel, and the public.
- Evaluating executive correspondence, requests for information, and issues requiring executive attention; determines appropriate routing, researching background information, preparing draft responses, and developing recommendations for management consideration.
- Preparing, reviewing, editing, and maintaining confidential executive correspondence, analytical reports, policy-related materials, presentations, briefing documents, and other sensitive materials.
- Coordinating executive travel logistics, including travel arrangements, itineraries, reimbursements, and related documentation, while ensuring accuracy, compliance with City policies and procedures, and continuity of executive operations.
- Assisting with the development, analysis, and implementation of executive office workflows to improve efficiency, accountability, and effectiveness.
- Coordinating special projects involving Director initiatives, departmental priorities, operational improvements, reporting requirements, and strategic objectives.
- Collecting, compiling, analyzing, and interpreting information from multiple sources to support executive decision-making and management reporting, and development of recommendations.
- Maintaining highly confidential personnel, financial, operational, and executive information with the highest degree of discretion and professionalism.
- Supporting Director’s Office recruitment initiatives by coordinating selection activities, tracking onboarding progress, and providing information to support timely executive decision-making.
- Developing, compiling, analyzing, and maintaining recurring and ad-hoc reports, executive summaries, presentations, and data collection initiatives for executive leadership.
- Tracking, monitoring, and following up on executive action items and coordinating completion of projects involving multiple divisions and executive stakeholders.
- Performing other related duties as assigned.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditioning.
This is a Department of Public Works Emergency Management position at the Tier II Level.MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCESPreference will be given to candidates that have/demonstrate:
- Experience serving in a professional executive support role for executive leadership, department directors, or senior level while coordinating executive priorities, communications, and departmental priorities.
- Coordinating complex executive schedules, competing priorities, and high-volume meeting coordination while balancing multiple departmental demands.
- Coordinating special projects, tracking action items, and collaborating with multiple divisions and executive stakeholders.
- Coordinating executive communications, including preparation of executive correspondence, briefing materials, presentations, talking points, and public speaking engagements.
- Preparing monthly, quarterly, and annual reports, executive summaries, presentations briefing materials for executive leadership.
- Managing highly confidential personnel, financial, operational, and executive information with discretion, professionalism, and sound judgment.
- Coordinating recruitment-related activities, including applicant packet review, interview scheduling, and onboarding logistics.
- Performing procurement-related activities including reviewing invoices, procurement card reconciliations, purchase orders, or other purchasing documentation.
- Researching, compiling, analyzing, and presenting information to support executive decision-making, operational initiatives, and special projects.
- Communicating effectively and professionally with executive leadership, elected officials, governmental agencies, community partners, vendors, and diverse internal and external stakeholders.
- Demonstrating strong organizational, analytical, interpersonal, and written communication skills with the ability to work independently, exercise sound judgment, and manage multiple priorities in a dynamic executive environment.
