Information Technology Systems Analyst
Description
Position: IT Systems Analyst FLSA: Exempt Department: Information Technology Schedule: 8:00 AM to 5:00 PM, Monday - Friday; position subject to after hours. Reports To: IT Director Positions Supervised: None
Job Summary
The Systems Analyst will oversee the development and management of application portfolios for each department and will attain all service level agreements for the user community within the organization.
Roles & Responsibilities
Plans, coordinates, manages, and designs all operational activities of the IT department; provides direction for IT solutions that enhance mission critical business operations.
Reviews the performance of IT systems to determine operating costs, productivity levels, and upgrade requirements.
Develops business case justifications and cost/benefit analysis for IT spending and initiatives.
Formulates and deploys long-term strategic plans for acquiring and enabling cost effective information processing and communication technologies.
Oversees negotiations and administration of vendor, outsourcer, and consultant contracts and service agreements.
Manages life cycle of IT projects; leads and monitors project performance and ensures project scope, time, and quality standards.
Develops and reviews budget for and from IT department divisions; ensures adherence to policies, procedures, and business objectives.
Other related duties as assigned.
Knowledge, Skills, and Abilities
Advanced knowledge of computer systems and the techniques used in the design of application, information technology equipment, programming language, code writing, and automated mapping.
Advanced knowledge of business theory, business processes, management, budgeting, and business operations.
Advanced knowledge of applicable federal, state, and local regulations as they relate to IT and the bidding processes.
Ability to apply technical expertise in solving business problems with a strong understanding of municipal government goals and objectives.
Must have the ability to organize, present, and interpret to others complex technical data; must be able to reason abstractly using quantitative concepts.
Regular, reliable, and punctual levels of attendance are essential job functions and expectations of this position.
Physical Requirements
Must be able to walk, stand, or sit for extended periods of time.
Must be able to reach, bend, stoop, squat, kneel, twist, or crouch as necessary when performing job duties.
Is required to be able to carry, balance, lift, push, pull, or reach office supplies and/or equipment weighing up to 40 pounds.
Hearing and vision must be satisfactory to the degree that duties may be performed effectively and safely.
Environmental Conditions
Majority of work is performed indoors in an office setting.
Minimum Qualifications
Bachelor's Degree in Computer Science, Computer Information Systems, or a related field.
Three years of experience managing IT operations AND two years of supervisory experience.
