Senior HR Business Partner
Description
Overview Provide centralized operations support to CCW staff by performing a variety of professional analytical and administrative duties to support HR functional areas such as developing, implementing, overseeing, and evaluating procedures and practices in assigned areas. Conducts policy research and analysis to maintain compliance and achieve the operational and strategic goals of a centralized Human Resources Department.
Responsibilities • Serve as a senior level liaison to ensure effective handling of pertinent HR related issues
• Assist in development of strategic HR initiatives, activities, and programs for CCW
• Perform intake and gather data for progressive discipline and investigations
• Work closely with managers to advise on discipline process and provide coaching on personnel matters
• Provide operational support and serve as liaison to ensure effective handling of issues, questions, and inquiries as they pertain to HR related initiatives, projects and day-to-day goals
• Screen applications, schedule interviews, participate on interview panels and guide managers through the recruitment process
• Partner with HR to plan and participate in hiring events
• Draft and finalize department memos, personnel action form, and related documents
• Provide support to managers for compensation analysis to ensure internal equity in job offers
• Conduct reference checks and review personnel files for internal candidates and provide recommendations to hiring managers
• Maintain the position control biweekly for CCW managers and ensure recruitment status is tracked on the report
• Work with managers to update and/or create job analysis questionnaires. Provide internal compensation analysis and provide recommendations regarding proposed organizational changes
• May be asked to perform additional duties, as assigned.
Position Type and Typical Hours of Work • Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications • Bachelor's degree (BA/BS)
• Five (5) years of experience
Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
Preferred • PHR or SHRM-CP Certification

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
