GENERAL DESCRIPTION:

Under the direction of the Assistant Superintendent and the Maintenance Supervisor, this position performs advanced (senior-level) construction, restoration, renovation, and maintenance work. Responsible for the proper operation, maintenance, and repair of the water and wastewater treatment plant for the Albert/Bessie Kronkosky State Natural Area. Responsible for regulatory compliance in all utility operations to include completion of required forms and reports as required by the Texas Commission on Environmental Quality (TCEQ) and the Texas Parks and Wildlife Department (TPWD). Performs water laboratory testing procedures and general maintenance and cleaning of water and wastewater facilities. Performs all phases of maintenance and repairs to facilities, equipment, grounds, and electrical and plumbing systems utilizing equipment such as hand tools, power tools, mowers, tractors, and other machinery. Responsible for preparing reports and entering data in computer software systems. Responsible for training and leading and directing the work of assigned personnel. Provides visitor services and enforcement of park rules and regulations. Assists in emergency operations. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.

MINIMUM QUALIFICATIONS:

Education:

Graduation from High School or GED.

Experience:

Four years of facility, equipment or grounds maintenance experience.

Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid State driver's license.

Must possess or be able to obtain, within one year of employment, a class 'D' Water license and an OSSF Installer 1 license issued by the Texas Commission on Environmental Quality (TCEQ).

Must possess or be able to obtain, within three years of employment, a class 'C' Ground Water license issued by the Texas Commission on Environmental Quality (TCEQ).

NOTE: Retention of position contingent upon obtaining and maintaining required license and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.

PREFERRED QUALIFICATIONS:

Experience:

One year experience working in water system operations and maintenance.

One year experience working in wastewater collection and treatment systems operations and maintenance to include lift station troubleshooting, maintenance, and repair.

Experience working with the public.

Experience in team lead or supervisory role.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of safety principles, practices, and risk management techniques.

Knowledge of TCEQ rules and regulations on the proper operation and performance standards for water distribution systems and water treatment systems.

Knowledge of wastewater and water testing and analysis procedures and associated reporting requirements and procedures.

Knowledge of construction, building materials, repair, maintenance, and operation of buildings, equipment, and utility systems to include plumbing and electrical.

Knowledge of basic mathematics.

Skill in using MS Word, Excel, and Outlook.

Skill in training others.

Skill in records management.

Skill in effective verbal and written communication.

Skill in using hand and power tools, mowers, trimmers, tractors, vehicles, welders, generators, and other mechanical equipment.

Skill in mechanical repairs to equipment and vehicles.

Skill in data entry into a computer-based software.

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

Skill in selecting appropriate tools and equipment and in troubleshooting situations to determine appropriate actions to resolve problems.

Ability to operate and maintain water and wastewater treatment systems in accordance with TCEQ guidelines.

Ability to follow instructions.

Ability to develop and implement maintenance, repair, and safety programs.

Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities.

Ability to work with little or no supervision.

Ability to work as a member of a team.

Ability to perform technical and complex maintenance related functions requiring lifting moderately heavy objects (tools, equipment, and materials).

Ability to interpret drawings, diagrams, and blueprints.

Ability to perform physical labor such as cleaning of buildings, the operation of lawn maintenance equipment, tractors, litter collection, and lifting of objects such as bags of cement.

Ability to trouble-shoot maintenance problems and effect solutions.

Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS:

Required to perform work in a public park with overnight camping and day use.

Required to work 40 hours per week, includes various schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays, and holidays.

Required to adjust to changing schedules.

Required to respond to emergencies and on-call situations.

Required to work outdoors, occasionally in adverse weather conditions.

Required to perform manual labor, including lifting supplies and materials up to 50 lbs.

Required to operate a State vehicle.

Required to travel 5% with possible overnight stays.

Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

Non-smoking environment in State buildings and vehicles.
