COMMUNITY SERVICES DIVISION
The Health and Human Services Agency’s Community Services Division is responsible for the administration of older adult programs for El Dorado County residents 60 years of age and older. These services include: Senior Nutrition, Senior Shuttle, Older Adult Day Services, Long-Term Care Ombudsman, and many more! In addition to the services to seniors, Community Services also administers Veteran Affairs, Animal Services, Public Housing Authority, HEAP & Weatherization programs. The mission is to respectfully serve all persons in a manner that improves the overall quality of life in El Dorado County. Below is a brief overview of the Programs this position may oversee:

Older Adult Services
The Area Agency on Aging (AAA) is responsible for the administration of older adult programs for El Dorado County residents 60 years of age and older. AAA develops and implements the Area Plan for Older Adult Services in El Dorado County.

Veteran Services
El Dorado County Veteran Services assist veterans, their dependents, and survivors in obtaining entitlements from federal, state, and local agencies administering veterans programs.

Home Energy Assistance

The Home Energy Assistance Program (HEAP) helps income-eligible households pay their energy bill or heating fuel provider. Eligible homeowners or renters may qualify to have a specific payment amount credited to their electric utility account or receive financial assistance in obtaining firewood, propane, pellets, or heating oil. In addition to the credit on their utility bill, eligible households will receive valuable information about energy conservation and practical tips on how to save money on energy costs.

Weatherization
The Weatherization Program provides free energy efficiency measures to income-eligible households at no cost to the residents. On an average most households that receive Weatherization Services will reduce heating bills by 35% and may lower your overall energy bills by about $400 a year.

THE OPPORTUNITY
The County of El Dorado Health and Human Services Agency (HHSA) Community Services Division provides a range of programs to assist persons in attaining or maintaining their self-sufficiency, independence, safety and/or well-being including Veteran Services, Older Adult Services, Housing and Homelessness, and Home Energy Assistance/Weatherization and Community Corrections Collaborative programs.

THE IDEAL CANDIDATE

The ideal candidate for the Community Services Program Manager will bring a strong background in human services, staff supervision and a proven ability to manage complex programs that support diverse vulnerable populations. The candidate is able to demonstrate skill in budgeting, grant management, data-driven decision-making and evaluating program outcomes to ensure services remain effective, compliant and aligned with community priorities.

MINIMUM QUALIFICATIONS

Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:

Education and Experience:
Any combination of the required training and experience that would provide the required knowledge, skills, and abilities is qualifying.

Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in public administration, business administration, or a field related to the program(s) to which assigned.

AND

Two (2) years of experience providing professional level administrative, financial and management analytical support, or professional level experience in the technical area of community services programs.

ADDITIONAL INFORMATION

The County of El Dorado is recruiting applicants for Program Manager - Community Services. This recruitment will establish a list for the purpose of filling current and future full time, part time and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
