Job Summary

We are seeking a Human Resources Generalist to serve as our Benefits Coordinator. This position is responsible for administering the County's employee benefits programs and serving as the primary resource for employees and departments on health, dental, vision, life insurance, retirement, leave programs, COBRA, wellness initiatives, and other benefit offerings.

About the position

The Benefits Coordinator manages benefit enrollments and life event changes, maintains accurate records in the Human Resources Information System (HRIS), audits benefit and payroll data, coordinates with insurance carriers and third-party administrators, and ensures compliance with applicable federal, state, and County regulations.

This position also develops employee communications, presents benefits information during new hire orientation, supports wellness initiatives, and collaborates with payroll, finance, and external partners to provide exceptional customer service and resolve benefit-related issues. The ideal candidate is highly organized, customer-focused, able to manage multiple priorities, communicates complex information clearly, and maintains the highest level of confidentiality and attention to detail.

• Analytical: Identifies discrepancies, researches issues, and works collaboratively with payroll, insurance carriers, and third-party administrators to resolve benefits concerns.
• Knowledgeable and resourceful: Learns and applies federal and state regulations, County policies, and benefits plan provisions to provide accurate guidance and ensure compliance.
• Confidential and professional: Understands the importance of safeguarding confidential employee and protected health information while exercising sound judgment and discretion.
• Effective communicator: Explains complex benefits information in a clear, patient, and understandable manner to employees, retirees, and department representatives.
• Collaborative: Builds positive working relationships with employees, vendors, insurance carriers, retirement systems, and internal departments to deliver exceptional service.

Hiring range: Range 15/Steps 1-8 ( $23.26 - $28.61)

• Must pass pre-employment background screening.
• Must possess a valid driver's license for operation of motor vehicles at the start of employment and maintain said license while employed in this position.

Essential Job Functions

• Assists employees with questions, complaints, or other requests for help.
• As assigned responds to specific requests for studies, information and professional assistance in human resource management issues and problems.
• Assists in the Human Resource Department management on various administrative and technical matters.
• Assists in employee benefits administration and programs.
• Provides technical assistance to other personnel in implementing new or modified programs/systems.
• Provides advisory and/or consultancy services to staff and management on a range of human resources issues, procedures, and policies consistent with Mohave County Personnel Policies and Procedures, legislation, and guidelines.
• Responds to a wide range of Human Resources-related inquiries from management, staff, employees, and the general public, through e-mails, telephone calls, written correspondence and /or face to face contact.
• Plans, organizes, and directs assigned staff activities. Prioritizes daily staff assignments, and workflow. Reviews and evaluates assigned subordinates’ work in progress and upon completion to ensure compliance with plans, directives, and departmental operating policies and procedures.
• Assists in the implementation of new or modified Human Resources programs including Human Resources Information System (HRIS).

Minimum Qualifications

• Associates Degree from an accredited university or college in human resources, business administration, public administration, industrial relations, or a closely related field.
• Three (3) years of progressive work experience in the Human Resources field.
• Some supervisory or lead experience.

PREFERRED QUALIFICATIONS

• Bachelors’ Degree from an accredited university or college in human resource management, business administration, public administration, industrial relations, or a closely related field.
• Certification in the Society of Human Resources Management (SHRM)
• Certification in the International Public Management Association - Human Resources (IPMA-HR)

Knowledge, Skills & Abilities

Knowledge of:

• Federal and state employment statutes, regulations, and guidelines, including Wage and Hour, Fair Labor Standards Act, Family Medical Leave Act, and other government regulations related to human resource management compliance.
  • Public administration, professional associations, and Mohave County Codes of Ethics.
  • Human resource management administration.
  • Equal employment and affirmative action statutes, regulations, principles, and practices.
  • Effective written and oral communication principles and techniques.
  • Principles and practices of employee supervision, development and training programs and methodology.

Skill in:

• Applying above stated required knowledge in the performance of job functions, responsibilities, duties, and assignments.
• Interpreting employment statutes, Personnel Policies and Procedures and advising and influencing managers and supervisors in the application to a personnel issue or problem.
• Preparing reports effectively utilizing computer systems and applications, in the performance of work assignments, such as electronic spreadsheets, word processing and graphics.
• Effectively communicating in writing and verbally with a diverse workforce.
• Operating office equipment efficiently and effectively to include computers, calculators, and other office equipment relative to area of assignment.

Ability to:

• Make independent decisions in accordance with established policies and regulations.
• Understand, apply, and comply with federal and state statutes, regulations, Personnel Policies and Procedures, department regulations and professional Codes of Ethics in the performance of responsibilities and assignment.
