About This Position

This position supports the City of Austin’s Learning, Engagement & Development (LEAD) Office, which is part of Austin Human Resources and leads citywide initiatives in learning and development, leadership development, organizational development, employee engagement, performance management, talent development, and organizational capability. Reporting to the Chief Learning Officer, this position provides business, analytical, and project support across LEAD’s portfolio of programs and strategic initiatives.
Responsibilities may include conducting research and analysis; drafting memos, reports, presentations, and executive briefing materials; tracking projects, priorities, and deliverables; analyzing program and performance information; supporting procurement and vendor activities; developing and maintaining SharePoint resources; and documenting and improving business processes.
The ideal candidate is an exceptional writer and communicator who is highly organized, analytical, resourceful, and able to manage multiple priorities independently in support of work that impacts employees, leaders, and departments across the City of Austin.

Business Process Specialist

Purpose:

Under general supervision, this position performs professional level work involving research and analysis of a variety of routine/semi routine administrative and operational support duties in the area of project management, quality management, performance measurement, change management and business process improvement. Provides support and assistance to senior process consultants, auditors and team leaders.

Duties, Functions and Responsibilities:

  • Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Assists in planning, executing and closing projects in a variety of operational and/or administrative situations related to specific assignments/areas.
  • Develops and maintains databases to support data analysis and research findings for business projects.
  • Assists in preparation of recommendations for implementation of new or revised policies, procedures, and/or process changes/improvements.
  • Writes reports that summarize findings, data collection techniques, implementation options, etc.
  • Establishes project schedules using project planning software/tools, updates, and maintains project status reports. Communicates project/process status.
  • Conducts research, analyzes trends, determines accuracy and relevancy of data/information, and uses sounds judgment to evaluate alternatives.
  • Facilitates and documents meetings, action items, and processes using flowcharting methodologies.
  • Maintains positive working relationships with managers, supervisors, employees and other stakeholders to gain their cooperation and support.

  • Knowledge of business strategies, objectives, planning, development and management processes and process improvement.
  • Knowledge of research methodologies, cost/benefit analysis, statistics and financial modeling.
  • Knowledge of applicable City of Austin, state and federal statutes, ordinances and codes.
  • Knowledge of performance measures, quality improvement programs and project management methods.
  • Skill in oral and written communication using a variety of formats including: print communication, electronic format, presentations and telephonic.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to quickly recognize and analyze irregular data and situations.
  • Ability to work independently and with teams.


Minimum Qualifications:

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus one (1) year experience related to the job.
  • Experience may be substituted for education up to a maximum of four (4) years.


Preferred Qualifications:

  • Demonstrated experience supporting senior leadership through executive-level research and communications, while coordinating multiple concurrent projects and tracking timelines, deliverables, action items, and status.
  • Demonstrated experience documenting and improving business processes and supporting procurement and vendor activities, including ProCard purchasing or comparable purchasing-card responsibilities.
  • Experience with Workday or a comparable enterprise system, including extracting, analyzing, and reporting data to support performance measurement, business decisions, and organizational initiatives.
  • Advanced proficiency with Microsoft 365 tools, particularly Excel, PowerPoint, SharePoint, Word, and Teams, with experience developing professional business materials, reports, and presentations.
  • Ability to travel to multiple work locations

Reporting directly to the Chief Learning Officer, you will support high-visibility priorities, help turn ideas into action, and strengthen the processes and systems that keep complex, citywide work moving forward.

The right person for this role is a strong writer, thoughtful problem-solver, and confident facilitator who enjoys bringing clarity and structure to complex work. You should be comfortable presenting information, facilitating meetings and process-improvement sessions, guiding groups through discussions, and documenting decisions and next steps.

In this role, you will:
  • Support high-visibility projects and strategic priorities led by the Chief Learning Officer and LEAD leadership
  • Conduct research and develop executive-level memoranda, briefings, reports, presentations, recommendations, and decision-support materials
  • Coordinate multiple projects and initiatives by tracking timelines, deliverables, action items, decisions, and status
  • Facilitate meetings and process-improvement sessions that help teams examine workflows, identify opportunities, and develop practical solutions
  • Develop, document, and improve business processes that strengthen the effectiveness of the LEAD Office
  • Analyze program, project, and performance information to help leaders make informed business decisions
  • Support procurement and vendor activities, including ProCard purchases, documentation, and reconciliation
  • Administer and maintain LEAD’s SharePoint sites, resources, and content

During the initial probationary period, the position is eligible for up to one telework day per week. After successful completion of the probationary period, alternative work schedules and telework options may be available, with a minimum of 60% of the workweek required in the office.

City Government
