Senior Civil Engineer (Construction Manager)
The City of Concord is seeking to fill one Senior Civil Engineer (Construction Manager) in the Engineering Division of the Community Development Department. The Construction Manager should be a registered Professional Engineer (PE) with extensive technical knowledge and experience with the construction associated with current development and capital improvement projects, and demonstrated experience managing teams.
What you will be doing in this role:
The Senior Civil Engineer (Construction Manager) is responsible for overseeing and performing construction inspection for both private development and municipal capital improvement projects. This position provides leadership to the engineering inspection team, ensuring all work within the public right-of-way and in development projects complies with applicable standards, codes, and specifications.
Key responsibilities include training and mentoring inspection staff in proper inspection practices, and ensuring a thorough understanding of requirements related to the construction of sewer systems, stormwater facilities, roadways, and other public infrastructure. The role includes managing assigned construction projects and serving as the Resident Engineer for city capital improvement projects.
We are looking for someone who:
- Has considerable knowledge of the materials, methods and techniques in the design, inspection and construction of civil engineering projects
- Has knowledge of applicable laws, regulations, ordinances, codes and engineering standards pertaining to the design, inspection and construction of public works projects
- Has knowledge of stormwater controls, erosion control, MRP 3.0, C.3 regulations, and other clean water requirements for design and construction
- Has demonstrated experience managing construction projects as a resident engineer
- Is knowledgeable with Caltrans local assistance procedures manual and construction oversight requirements including federally funded projects
- Has demonstrated experience providing supervision and training to a team of employees performing related work
- Cab review and evaluate traffic control setups for construction projects per standard MUTCD
- Can manage workload for the inspection group, provide direction, and training
- Can effectively negotiate contracts, obtain permits, establish budget and maintain schedules
- Communicates effectively both verbally and in writing with others
- Can represent the City in meetings and presentations to various groups, including community groups, other governmental agencies, and the public
- Thrives in a team environment that encourages cooperation, communication, and mutual sharing of risk, responsibility, and reward

SELECTION PROCESS

Examples of duties include, but are not limited to
Supervises professional and technical engineering personnel involved in activities such as:
The design and construction management of City projects including street, storm drains, traffic signals, sewers, public buildings and structures; and the review, approval and inspection of all development plans and the issuance of various permits such as encroachment, grading, and flood hazard permits;
The administration of all City contract construction projects and related inspections; and the inspection of all public facilities constructed by developers or private parties including the inspection of utility backfill and pavement work in public rights-of-way; and right-of-way design and construction surveys which provide and maintain horizontal and vertical control throughout the City;
The design, administration, and inspection of street program projects required for the mitigation of traffic congestion;
Preparation of studies, reports, and recommendations on engineering matters for review and approval.Prepares or reviews project descriptions, outlining the scope of projects, design criteria, necessary information, special studies, and necessary scheduling and coordination.Determines priorities and work sequences necessary to achieve objectives and assigns personnel in accordance with priority and need.Inspects or directs the inspection of work in progress and upon completion to determine compliance with applicable standards and practices and informs higher level of management of work in progress, operating problems and potential delays.Applies City and departmental policies and regulations pertaining to the work and the work group; prepares work appraisals and discusses performance evaluations; initiates official disciplinary action; and identifies or resolves subordinate complaints.Directs and participates in a variety of information collection activities such as interviewing prospective employees and fact finding pertinent to budget needs, disciplinary actions, subordinate complaints, and operating problems.Prepares annual budget justification for the section including justifications for changes in personnel, financial, material, and other resources and ensures the control of expenditures by applying policies relevant to purchases, vacation and overtime usage, and sick leave.Coordinates the activities of the section with other City work units and assists in the assessment of the need for the use of outside contractors and consultants and the determination of compliance of contractual and consultant work with specifications. Coordinates activities with City Council and Planning Commission Members.Makes presentations to the staff and governing bodies of other agencies, and to community groups.Is responsible for keeping subordinates informed through on-the-job, safety, and other training and for the maintenance of safe working conditions, good housekeeping practices, and the use of safe work practices by subordinates.Directs and participates in the maintenance of necessary records and necessary reports.May serve as acting Division Head.Responds to questions and complaints from developers, contractors, and the general public.Prepares recommendations regarding the modification of engineering policies, procedures and standards pertaining to assigned areas of activities.Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.Performs other work as assigned.
Qualifications
Knowledge and Abilities
Considerable working knowledge of the concepts, precedents, principles, laws, practices, methods, standards, procedures, and techniques pertinent to municipal engineering, including the mechanics of solids (particularly of soils), hydraulics, theory of structure, strength of materials, engineering geology, and surveying; of engineering economics and cost estimating; of environmental laws and regulations; and of supervisory, budgetary techniques and practices; and to have a theoretical understanding and working knowledge to perform computer studies and analysis.
Ability to effectively exercise a full range of supervisory authority and control over complex professional and technical activities; to effectively delegate and control work; to maintain full knowledge and control over assigned areas of responsibility; to independently perform difficult and complex professional engineering work; to effectively analyze, identify, and recommend engineering alternatives; to effectively communicate and apply related laws, policies, regulations, standards, and procedures pertaining to the work and to the work group; to communicate effectively, orally and writing; and to establish and maintain cooperative and effective relationships with those contacted in the course of work.
Education/Experience
Education: A Bachelor's or Master's Degree in a related Civil Engineering curriculum.
Experience: Five years of employment in the civil engineering profession including some responsibility for directing the work of engineers and support personnel.
Other: Registration as a Civil Engineer issued by the California State Board of Registration for Civil Engineering.

A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.
