The City of Fresno is seeking an experienced Information Services Supervisor to lead innovative business technology operations for the city’s Department of Public Utilities, serving the Water and Wastewater divisions. Duties may include, but are not limited to, the following:
- Supervise and support technical staff, contractors, vendors, and service providers
- Manage and oversee daily operations of enterprise software, hardware, and communication systems, including LAN/WAN networks, data centers, and physical security infrastructure
- Plan and implement system upgrades, maintenance, and support cybersecurity protocols
- Collaborate with City departments, outside agencies, and other stakeholders.
- Provide technical guidance and support to executive management
- Monitor performance, troubleshoot issues, and optimize system functionality
- Uphold ISD standards and ensure alignment with City-wide IT strategies
- Overseeing two teams working at sites across the city
- Provide insight on budget planning and capital improvements
- Perform related duties as assigned
Recruitments may be limited to a specific area of expertise as required by operational needs. The current vacancy’s assignment is focused on technology operations at the Water and Wastewater Divisions. A current vacancy exists in the Department of Public Utilities Water and Wastewater Divisions, overseen by the Information Services Department (ISD). Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two years at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
THE REQUIREMENTS
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and do not assure placement on the eligible list.
Graduation from an accredited college or university with a Bachelor's degree in business administration, public administration, computer science, electronics, electrical or communications engineering or related field.
AND
Three (3) years of experience in communication or computer systems technology involving the maintenance and operation of complex computer systems hardware and software or communications equipment; which included or is supplemented by, one (1) year of lead or supervisory experience. Lead experience is defined to include assigning, reviewing and coordinating work of subordinate staff.
The complex computer systems hardware and software or communications equipment may include, but is not limited to, any of the following: data center infrastructure, WAN/LAN/MAN networks, and/or access control systems and video surveillance systems.
Additional qualifying experience may be substituted for the required education on a year-for-year basis.

ADDITIONAL REQUIREMENTS

The ideal candidate may have experience in network and data center hardware and management tools, network monitoring, end-user devices such as desktops or laptops, microwave systems, and structured cabling systems. Additionally, leading and supervising technical support teams in an enterprise or business environment, can adapt to shifting priorities, and collaborate effectively with other IT supervisors, citywide, to manage technology assets and uphold City standards.
The selected eligible individuals certified will be required to successfully pass a department interview, a Department of Justice fingerprint and an extensive background investigation prior to employment with the City of Fresno.
Possession of a valid California Driver's License is required. Candidates considered for hire must provide proof of a valid driver's license and a current copy of their driving record.
THE SELECTION PROCESS
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list. The selection process may consist of the following:
Application Review - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited to the oral examination. The selection will be based upon those applications which demonstrate the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.
Oral Examination - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate each candidate's knowledge of: applying and/or monitoring information technology processes and programs; ability to communicate effectively and establish effective working relationships or other topics related to a candidate's training, experience and qualifications for the position of Information Services Supervisor.
Candidates must achieve a passing score to qualify for the eligible list.
The Oral Examination date is tentatively scheduled for the week of: September 21, 2026.

ANNUAL LEAVE
15.5 - 20 hours per month based on years of service with cash out provisions.
LIFE INSURANCE
Benefit equal to annual salary with a maximum of $150,000; premium paid by the City.
SUPPLEMENTAL SICK
40 hours per fiscal year.
80 hours lifetime maximum.
MANAGEMENT LEAVE

HEALTH REIMBURSEMENT ARRANGEMENT (HRA)
Eligible retirees can use the remaining Sick Leave balance, in excess of 240 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.
RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.

City Government
