Job Description
Applications will be reviewed by Tulare County Human Resources & Development. As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area.Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee. Applications will be active for six months. If you are hired for extra help and you complete a work assignment and then if you wish to be employed again, you must resubmit an Extra Help application online. Current vacancy is with the Resources Management Agency located in Visalia.
Typical Duties
- Will train, learn, and develop skills to be a party chief, public works inspector or office technician for construction projects, plant inspector or material testing specialist, and assist project engineers with other specialties.
- Will learn how to conduct spatial analysis, manage data and create automated workflows.
- Will be trained to create maps and presentation documents.
- Will learn geocoding for public works, land survey, aviation, public transit, flood control, assessment districts, pavement management systems and other thematic mapping and geospatial datasets.
- Will be trained in how to review maps and plans for subdivisions and building facilities.
- Will learn what is required in order to prepare and review property descriptions, charts, and diagrams.
- Will be trained to prepare progress reports.
- Assist in the preparation of equipment and material specifications.
- Assist in coordinating utility relocation and right-of-way clearing.
- Will be trained in negotiating for construction projects.
Minimum Qualifications
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills, and/or license that are required and equivalent to the following.
Education:
- Equivalent to completion of the twelfth (12th) grade with coursework in algebra and geometry.
Knowledge of:
- Basic algebra and geometry sufficient to make engineering calculations such as distance, angle, area, and volume.
- English usage, spelling, grammar, and punctuation.
Skill/Ability to:
- Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Learn and apply basic principles of surveying.
- Learn relevant engineering terminology and nomenclature.
- Learn and utilize geographic information systems (GIS) software such as ESRI, including but not limited to ArcGIS for Desktop Basic.
- Learn and apply basic principles of Geographic database management and geospatial systems.
- Learn basic drafting and design practices and methods.
- Learn to perform routine traffic investigation and survey techniques.
- Learn and understand general construction materials, specifications, tools, and equipment used in construction and maintenance work and sample soil and material testing procedures.
- Basic filing methods, manually and electronically.
- Learn to read and understand contract specifications, engineering blueprints, maps and project plans.
- Learn and carry out engineering calculations.
- Handle routine design problems.
- Recognize compliance with established standards and codes.
- Take accurate field notes and prepare reports.
- Give and follow written and oral instructions.
- Establish priorities, organize work in proper step-by-step order, and meet deadlines.
- Adjust to changes in workloads.
- Retain and recall factual information.
- Compile data, analyze information, draw valid conclusions, and formulate recommendations.
License or Certificate:
- Possession of, or ability to obtain, an appropriate, valid California driver's license.
DESIRABLE EMPLOYMENT STANDARDS
- Drafting and construction experience is desirable.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
