Summary
Job Title
Independently manages highly complex, multi-issue, or high-profile EEO complaints from initial intake through final resolution. Applies fact-finding and analytical techniques to define claims and produce legally sufficient accept/dismissal decisions.
Manages day-to-day formal complaints to include creating amendments where necessary, preparing correspondence for complainants regarding clarification of claims, and ensuring documentation requests are submitted in a timely manner.
Formulates and issues critical procedural decisions on complex formal complaints, including legal acceptance or dismissal determinations and amendments to ongoing investigative plans.
Audits internal case tracking systems and processes to ensure absolute compliance with federal regulatory timelines, statutory guidelines, and annual federal EEO reporting requirements.
Prepares annual reports such as 462 and No Fear Act. Ensures appropriate routing and posting requirements are met. Conducts comparative analysis determinations as to trends in complaints, trends in work sections, and introduces proposed solutions.

Must be a U.S. Citizen or National.
This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
Registered for Selective Service (males born after 12-31-1959).
Time after Competitive Appointment: Candidates must have served 3 months after their latest competitive appointment in the Federal service.

Must be able to obtain/maintain a security clearance.
Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time-in-grade requirement. Applicants must have served 52 weeks as a GS-12 or higher grade in Federal Service. For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as: Experience managing the full lifecycle of sensitive or multi-issue Equal Employment Opportunity (EEO) complaints to include overseeing intake, counseling, and case management; AND analyzing Reports of Investigation (ROIs) and ensuring compliance with EEOC MD-110 guidelines and federal regulations; AND providing guidance and recommendations to senior leadership and management to resolve EEO disputes.
