REAL TIME INFORMATION CENTER OPERATOR

The City of Elk Grove is seeking qualified candidates to establish an eligibility list for the position of Real-Time Information Center Operator. The eligibility list will be used to fill future openings that may occur in the Police Department’s Real-Time Information Center. The ideal candidate is someone who has experience in a real-time crime center, security operations center, other live video monitoring centers, and understands the concept of what real-time crime centers operational missions are. They will have experience multitasking between monitoring live video while updating responders or other stakeholders. The ideal candidate will be adept at remaining composed in high-pressure situations and will exhibit exceptional organizational and problem-solving skills.

Representative Duties

DEFINITION

Under general supervisio n , t he Real-Time Information Center Operator is responsible for surveillance, monitoring and data storage from live and recorded camera feeds, and maintenance, deployment and operation of mobile camera assets and the Mobile Command Center . The Real-Time Information Center Operator actively searches for real time camera assets and provides real-time situational awareness updates utilizing police radios and other available technology platforms to responding resources for priority calls. In addition, the Real-Time Information Center Operator will be an Unmanned Aerial System pilot as part of the agency’s Drone as a First Responder program.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned management or supervisory personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This journey level classification is responsible for independently performing technical duties in support of the Real Time Information Center . Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This is the entry level class in the Real Time Information Center series and p ositions in this class typically have limited directly related work experience. The Real- Time Information Center Operator class is distinguished from the Real- Time Information Center Specialist level by the concentration on internal and external communication, and intelligence gathering, and analysis performed by the higher level . In addition, Real- Time Information Center Specialists are tasked with project management and implementation as well as the streaming of video intelligence.

Education and Experience:

Completion of the twelfth (12 th ) grade and o ne (1) year of experience in law enforcement, military, security, emergency preparedness, or public safety in a patrol, investigatory, dispatch, technical or similar support capacity sufficient for basic familiarity with law enforcement functions and operations.

Licenses and Certifications :



Retired Annuitants: This is a regular full-time position. Retired Annuitants are not eligible for appointment to this position under Government Code Sections 7522.56, 21224, 21227, and 21229. Retired CalPERS members may apply only if they are planning to voluntarily reinstate from retirement.

Physical Demands and Work Environment

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required . Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information . Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds. ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS

Employees may be expected to work overtime, weekends, evenings, and holidays as required .
