The Position(s):

Project Management Office

The City of Santa Clara’s Electric Department, Silicon Valley Power (SVP), is seeking an Electric Program Manager - PMO to establish, implement, and lead a Project Management Office within the Electric Technology Services Division. The position will strengthen project and portfolio governance, capacity and resource management, performance reporting, and delivery standards across the Division’s operational and project workstreams.

A key focus of this role will be providing leadership with clear visibility into workload, priorities, available capacity, dependencies, commitments, and risks across both operational and project activities. Because the same technical resources support ongoing operations and project delivery, this visibility will inform decisions regarding prioritization, work sequencing, resource allocation, and the need for supplemental project resources or surge capacity to meet critical commitments. The position will also help advance IT Service Management and ITIL-aligned practices. The ideal candidate will bring strong program, project, portfolio, and organizational change-management skills, along with the ability to collaborate effectively across technical and business teams.

Desired Qualifications

Cybersecurity, Infrastructure, and Network Project Manager

The position will report to the Systems Support Division within SVP. The Electric Program Manager (Cybersecurity, Infrastructure and Network Project Manager) will serve as a hands-on technical project manager responsible for planning, coordinating, and driving cybersecurity, infrastructure, and network projects that support SVP's modernization of systems and processes.

This position requires a technical project manager who can work effectively with network engineers, cybersecurity professionals, system administrators, infrastructure architects, vendors, consultants, and utility operations personnel. The successful candidate should have sufficient technical depth to understand infrastructure and security designs, identify technical dependencies and risks, facilitate technical decisions, challenge assumptions when appropriate, and drive implementation through completion.

Infrastructure Systems Specialist
The position will report to the Systems Support Division within SVP. The Electric Program Manager (Infrastructure Server Specialist) will serve as a hands-on senior server and infrastructure administrator, leading the administration, security, troubleshooting, and modernization of SVP's Windows Server, Active Directory, VMware, Hyper-V, enterprise storage/SAN, compute, backup/recovery, and core infrastructure services.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.
