Equal Opportunity Investigator and NY Title VI CoordinatorJob SummaryReporting to the Assistant Vice President /Title IX Coordinatorwithin the Office for University Equity and Compliance the EqualOpportunity Investigator and Title VI Coordinator is primarilyresponsible for the prompt, impartial and thorough response toallegations of discrimination on the basis of protectedcharacteristics race, color, religion, genetics, sex, genderidentity, sexual orientation, age, national origin, ancestry,veteran or disability status from faculty, staff, and/or students.This role is responsible for collecting the relevant facts relatedto the reported discrimination allegation and, in collaborationwith the AVP, assess the steps necessary to support compliance withUniversity policy and applicable state and federal laws.Key Responsibilities & AccountabilitiesConduct intake meetings with Complainants, Respondents andWitnesses to gather information and provide clear, consistentinformation on rights, reporting options, available resources,supportive measures and applicable policies and procedures.Maintains a thorough and well-documented investigative processby gathering and documenting evidentiary material. Maintainsaccurate and thorough records and notes of the investigatoryprocess.Develops professionally written, comprehensive, unbiasedwritten reports that include a summary of facts and analysis, asappropriate.Serves as a point of contact for those seeking information orwanting to report allegations of discrimination.Acts as a neutral party through all aspects of an OUECresolution process and promotes a fair and neutral process for allparties involved.Advises all parties of their rights, support resources andresponsibilities.Promotes organizational compliance with University policy andapplicable laws.Facilitates online and in-person training for students,faculty, and staff on the New York Campus to ensure awareness ofrights, responsibilities, and reporting processes under Title VIand other University nondiscrimination policies.Assists in the maintenance of the database used to trackdiscrimination allegations and resolutions.Establishes timely communication with all parties, includingthose university officials with a need to know to recommend/makeappropriate and timely decisions.Maintains a high level of confidentiality and privacy on alloffice and investigation proceedings consistent with Universitypolicy and applicable law.Communicates and consults regularly with the AVP on updatesregarding the status of allegations, complaints received andinvestigations in progress.Works collaboratively with key partners in the Universitycommunity to resolve complaints filed under applicable Universitypolicies, including but not limited to, the Office of GeneralCounsel, Office of the Provost, Office of Student Conduct andConflict Resolution, and the Northeastern University PoliceDepartment.Will keep apprised of new developments and best practices inthe fields of discrimination investigations and other relevantfederal and state legislation and regulations.Equal Opportunity Resolutions, including Investigations andInformal optionsIn consultation with the AVP, monitor policies and proceduresthat ensure compliance with federal and NY state civil rightsrequirements, including Title VI.Performing other duties as assigned.QualificationsThe employee will have demonstrated experience and ability inconducting investigations, composing clear, concise, timely andprofessionally written investigative reports, managing confidentialinformation, and independently and efficiently managing asignificant caseload.A minimum of two successive years of recent, substantive workexperience and ability conducting investigations of discriminationin a higher education, non-profit or other relevant setting.Superior background and training in conducting sensitive andconfidential investigations required.Demonstrated ability to determine and apply the appropriatelegal standards in assessing and investigating allegations ofdiscrimination.Extensive knowledge of the elements of proof fordiscrimination, harassment, sexual misconduct and retaliation.Demonstrated ability to exercise discretion, superior judgment,analytical skills and neutrality in highly sensitive situationsinvolving allegations of discrimination and Title IX policyviolations, including investigations of alleged sexual assault,sexual harassment, stalking and relationship or domesticviolence.In depth knowledge of the federal and state laws pertaining tocivil rights, discrimination, harassment and affirmative action, asthey apply to colleges and universities including the EqualEmployment Opportunity Act of 1972 (EEO), Americans withDisabilities Act (Title II), Title VI of the Civil Rights Act of1964 (Title VI), Title VII of the Civil Rights Act of 1964 (TitleVII), Title IX of the Educational Amendments Act of 1972 (TitleIX), the Jeanne Clery Act of 1990 (Clery Act), the Violence AgainstWomen Act of 1994 (VAWA), the Age Discrimination in Employment Act(ADEA), all as amended where applicable, and other federal andstate anti-discrimination laws and requirements.Tact, discretion, professionalism, maturity and outstandinginterpersonal, oral and written communication skills arerequired.Experience and ability to work successfully in a diversecommunity required.Demonstrated ability to establish and maintain positive,effective working relationships.Must be able to work independently, collaboratively across theorganization, and under the supervision of the AVP.Bachelor's Degree in higher education administration, lawenforcement, criminology, social work, psychology, or related fieldrequired.
