Blue Rose Consulting Group, Inc. We are building a team for the anticipated Department of State Global Mission Operations Support (GMOS) effort supporting the Bureau of Diplomatic Technology, Enterprise Applications Directorate, Office of Consular Systems and Technology.
About the Role
Provide acquisition planning and procurement support for enterprise IT hardware, software, licenses, maintenance, cloud services, and professional services. This position supports the Department of State Consular Affairs global information technology environment, which includes domestic and overseas facilities, on-premises infrastructure, cloud platforms, applications, databases, and enterprise support services. This is a contingent position based on contract award and final customer requirements.
What You'll Do
Conduct and document market research, requirements analysis, acquisition planning, and procurement strategy development.
Prepare independent Government cost estimates, technical specifications, statements of work, purchase descriptions, evaluation criteria, and acquisition packages.
Support requests for information, requests for proposals or quotes, technical evaluations, vendor communications, and procurement tracking.
Coordinate with program, technical, security, asset, logistics, budget, and contracting stakeholders to validate requirements and schedules.
Manage maintenance, support, subscription, and software-license renewal requirements and track procurement lead times and dependencies.
Maintain complete acquisition documentation, status reports, audit records, risks, issues, and action items.
Support Department acquisition workflows and tools, including ASSIST Collaborations, Requirements Intake Packages, and Contracting Team Profiles as applicable.
Minimum Requirements
5+ years of Federal IT acquisition or procurement support experience.
Experience preparing market research, IGCEs, technical specifications, statements of work, and acquisition documentation.
Knowledge of Federal acquisition processes and coordination with contracting, program, technical, and financial stakeholders.
Experience supporting hardware, software, licensing, maintenance, cloud, or IT services procurements.
Strong analytical, writing, organization, and schedule-management skills.
Active Secret clearance.
Preferred Qualifications
Experience with Department of State acquisition processes and ASSIST Collaborations, RIPs, or CTPs.
FAC-COR, DAWIA, NCMA, or other acquisition-related certification.
Experience with license lifecycle, maintenance renewals, and enterprise technology procurement.
