Summary
Public Health Administrative SupportPerforms specialized administrative duties to support various Public Health programs including Administration, Licensing, Vital Records, and the Solid Waste Program. Responsible for processing various Public Health Licenses and forms, maintaining records, and serving as a Deputy Registrar for vital statistics. Performs specialized clerical duties requiring specific knowledge of the department policies, procedures, terminology, and governing laws. Demonstrates discretion when handling extremely sensitive legal, law enforcement, HIPAA, and other confidential documents. Stays current in vital records rules and laws. Acts as the primary office support for the Solid Waste Program. Work is performed under the general supervision of the Solid Waste Specialist Lead and the Public Health Administrator and is reviewed primarily through results attained.Typical Daily Tasks(Illustrative Only. The position will not necessarily involve all the listed duties below and may involve duties that are not listed. These duties represent the essential functions needed of persons in this position.)Processes and organizes Solid Waste complaints and requests from citizens for the Solid Waste Specialist Lead, legal staff, contractors, law enforcement, and other Federal, State, and Local departments and agencies to support the Solid Waste program.Explains complex County, Federal, State, and departmental codes, policies, procedures, and governing regulations.Compiles various administrative documents and data to support Public Health Programs using Microsoft Office Suite as well as department specific databases.Organizes, files, and catalogs departmental documents.Assists with compiling information for record requests, as needed.Functions as a County Registrar/Deputy Registrar for vital statistics.Reviews death certificates for completeness and registers all county deaths. Makes certified copies of death certificates to be distributed to funeral homes, customers, coroner's offices, and vital records departments. Prepares and submits billings to the funeral homes.Reports decedents to County Clerk for removal from voter rolls.Tracks and reports voided Intaglio paper to state on scheduled days.Oversees the Public Health front desk as needed.Processes various Public Health licenses including but not limited to dog licenses, food handling licenses, restaurant and inspection licenses.Acts as a scribe for department advisory meetings. Compiles materials, attends meetings, takes minutes, and maintains records, as assigned.Gathers data, posts, sorts, checks, and maintains records; receipts money, balances cash drawer daily.Receives complaints from the public and other agencies regarding conditions that constitute a danger to public health and/or safety.Creates cases and draft letters to send to landowners to coordinate inspection dates and times.Coordinates dates and times of cleanups with contractors, Solid Waste staff, and applicable departments.Maintains and processes records and forms in direct support of Public Health programs.Assists the public in acquiring birth certificates, death certificates, and other vital records.Serves as a Deputy Registrar for vital statistics.Other duties as assigned.QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required. Must possess a thorough knowledge of general office practices and procedures; different filing systems including alphabetical, numerical, and chronological; business English, spelling and punctuation; recordkeeping. Must demonstrate proficiency with and considerable knowledge of the Josephine County Code, policies, terminology and governing laws of the Public Health Department. Ability to interpret governing regulations, policies and procedures of assigned function; effectively explain departmental policies and procedures; research areas of responsibility and make procedural recommendations; consolidate information from various sources into reporting format of own design; establish priorities and organize own workload; assign and review the work of others; communicate effectively both verbally and in writing; organize, file and retrieve materials and documents; deal courteously and tactfully with the general public. EDUCATION AND EXPERIENCE High school graduation or equivalency; and two (2) years of progressively responsible clerical work including experience in the operation of the assigned duties; or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties. CERTIFICATES, LICENSES, REGISTRATIONS Possession of, or ability to obtain, valid Oregon Driver's license and safe driving record. Possession of, or ability to obtain an Oregon Notary Public commission. Possession of, or ability to obtain a Deputy Registrar commission. OTHER SKILLS AND ABILITIES Organize, file and retrieve materials and documents; deal courteously and tactfully with the general public; make moderately complex mathematical computations and tabulations with speed and accuracy; establish priorities and organize own workload; retrieve data from records, keep and arrange it for statistical and other reporting purposes; research problems, determine source of error and correct; understand governing regulations of assigned function; use independent judgment in making decisions within prescribed policies and procedures; maintain confidentiality. The operation of standard office equipment, including the operation of a computer to update/access files; typing; word processing.Supplemental InformationBACKGROUND INVESTIGATION Those employed in this position may be subject to pre-employment drug testing and a background investigation, including but not limited to criminal background investigation.
