DescriptionCharleston County Public Works Department is looking for highly motivated, qualified individuals to join our team!
These positions are part of the Public Works Department’s Capital Projects division which oversees and manages the day-to-day operations of the County’s local option Transportation Sales Tax (TST 2006 and 2016) and the Charleston County Transportation Committee (CTC) programs. The primary responsibility of these positions is providing engineering support and project management of numerous Transportation Sales Tax Allocation and CTC transportation improvement projects. The budget for these projects typically ranges from $100,000 to $5,000,000 from inception to completion.

HIRING SALARY RANGE: $68,140 to $94,265 (Estimated Annual Salary) *Hiring salary will be dependent upon applicant's education, experience, skill level, and other job specific qualifications* OPEN UNTIL FILLED - APPLICATION REVIEW BEGINS IMMEDIATELYDuties and Responsibilities- Review design and construction plans for Charleston County and various local governments for compliance with Charleston County construction standards and specifications and adherence to good engineering practices.
- Coordinate in-house or consultant-led acquisition of construction permissions, easement and right-of-way from property owners as needed and work with utility coordination staff to effect utility relocations as needed.
- Responsible for encroachment permitting review, traffic calming requests, and coordination with Field Inspectors on behalf of Charleston County Public Works Engineering.
- Conduct preliminary engineering reviews of citizen requested improvement projects on behalf of Charleston County Public Works, including conceptual plans, estimates, and funding recommendations.
- Evaluate annually requested TST and CTC projects from municipalities for feasibility and cost and assist in making funding recommendations.
- Evaluate qualifications and/or proposals of consultants for design and/or construction engineering & inspection (CE&I) services, negotiate consultant design fees and scope of work, and develop and approve design changes with consultants as necessary.
- Manage transportation projects from design through construction including managing project budgets and review of all contract invoices and project expenditures.
- Review plan submittals to ensure applicable federal, state, and local standards are met.
- Coordinate permit applications with various environmental and regulatory agencies; ensure federal requirements are followed for federally funded projects.
- Prepare Invitation for Bid (IFB) documents for construction advertisement.
- Coordinate with construction inspection staff to ensure compliance with applicable specifications and prepare and coordinate change orders with contractors as necessary.
- Provide excellent customer service to citizens and stakeholders by effectively communicating and keeping all informed of project status.
- Prepare in-house design plans by use of AutoCAD and ArcView GIS as assigned.
- Designated to report to work during hazardous weather or emergency conditions.
Minimum QualificationsCivil Engineer IBachelor’s Degree in Civil Engineering or other related field with a minimum of 0-2 years of experience in engineering, construction, project management, or any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work. Certification as an Engineer in Training (EIT) preferred; however, candidates with applicable experience/education in other fields such as architecture, construction management, or project management will be considered.
Civil Engineer IIBachelor’s Degree in Civil Engineering or other related field with a minimum 2-4 years of progressively responsible experience in engineering, construction, project management, or any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work. Certification as an Engineer in Training (EIT) with the ability to obtain licensure as a Professional Engineer is preferred; however, candidates with applicable experience and licensure in other fields such as architecture, construction management or certification as a project management professional will be considered.
Knowledge, Skills and AbilitiesThe ability to maintain effective relationships with contractors, consultants, state and municipal officials, and the general public is essential. Must be skilled in reading, analyzing, and interpreting construction drawings, technical reports, specifications, and regulatory documents. CAD, and GIS experience are complimentary to the position. Must communicate verbally and in written form in a clear and concise manner, work under pressure within critical periods, work various jobs at the same time, interpret various codes and regulations, and must be able to operate a personal computer. Applicant is expected to work towards a licensure as an EIT/Professional Engineer in South Carolina. A valid SC driver’s license or the ability to obtain one upon acceptance of the position is required.
