Responsible for direct oversight of the County’s broad portfolio of land and buildings to include all aspects of space utilization, acquisition of property, disposal of property, and leasing portfolio as landlord and tenant. The Real Property Manager reports to the Facilities Management (FM) Director on all Real Estate related actions and assists with the annual FM Operating budget preparations specifically related to the leasing portfolio as landlord and tenant, as well as the annual Capital Improvement Plan (CIP) budget specifically related to building and land acquisition and disposal. The RPM supervises the Real Estate Analyst and oversees all the position’s primary duties and responsibilities.

Duties and Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Ensure the timely collection of rental income, budgeting for and calculating CPI increases, managing over 60 lease agreements annually, and forecasting prospective income opportunities for County space leased by third-party tenants.

• Develop and maintain space standards and perform necessary analysis to evaluate all real estate and workplace strategies to optimize the County's real property to ensure fulfillment of the County mission and strategic plan.
• Compile and create large quantities of data, analyze data according to need and condense information into a concise presentation for leadership and County Council.
• Create and maintain performance metrics related to real property and track key performance indicators, succinctly reporting the status on a regular basis and for the annual Performance Measures report.
• Stay current with market trends and establish credibility both internally and externally as the County's property expert.
• Manage third party resources including brokers, legal support outside the County and vendor services for appraisals and surveys.
• Develop, draft, and modify County Real Estate agreements including but not limited to lease agreements, purchase and sales agreements, easements, right-of-way, amendments, master deeds, by-laws, and temporary space agreements.
• Ensure the RE Analyst performs due diligence requirements for all purchase and sales agreements and coordinates all real estate closings for Charleston County.
• Provide the necessary data for budget preparations and forecasting potential income specifically related to projected rental income and County space available for potential income opportunity.
• Provide the necessary information to develop and maintain space standards and perform necessary analysis to evaluate all real estate and workplace strategies to optimize the County's real property to ensure fulfillment of the County mission.
• Identify and maintain active inventory of county real property with associated title restrictions, tenant lists, and lease inventory for each parcel of real property.
• Manage the Staff Summary Sheet and Yellow Sheet processes in OnBase workflow for all Real Estate transactions to go before the County Administrator and County Council.
• Manage the updates to the Global Information System (GIS), and the County Real Estate Inventory on the Intranet for proper query and reporting tools.
• Develop substantiated recommendations based on market rates and comps for new and existing County Real Estate.
• Learning, building, and maintaining the Real Estate Module in the FM Systems, Integrated Workplace Management System maintaining accuracy and completeness for County Real Property Assets.
• Keeps immediate supervisor, and designated other fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
• Performs other duties or assumes other responsibilities as apparent or assigned.

Minimum Qualifications

• Bachelor’s Degree in Business Administration, Real Estate or a closely related field.
• Seven to ten (7-10) years or more of Commercial Real Estate or a closely related field preferred.
• An active SC Real Estate License is required.
• Professional Property Management experience is a plus.
• Participation in the National Association of Realtors, Institute of Real Estate Management (IREM), and/or Urban Land Institute (ULI) is a plus.
• A Valid driver’s license is required.
• Expert knowledge of Microsoft package, MLS and GIS.
• Ability to quickly master County specific computer programs (OneSolution, Onbase, FMSystems,etc.)

Knowledge, Skills and Abilities

• Must have excellent writing, oral presentation, and interpersonal communication skills.
• As the County’s RPM, must be able to establish credibility internally with all Facilities Operations, Design and Construction Managers, Supervisors and Technicians.
• Candidate should be self-motivated, organized, analytical, pre-emptive, versatile, and thrive in a fast-paced, mission driven environment.
• Must possess interpersonal skill to work cooperatively with a broad variety of County departments and outside public and government agencies.
