General

The ADA Administrator actively serves and supports public accommodation as provided under the Americas with Disabilities Act (ADA) Title III regulations, the District’s ADA Transition Plan, the Caltrain ADA Transition Plan and appliable federal/state codes. This position is responsible for managing and coordinating staff in various administrative, construction and/or maintenance work that impact ADA compliance and public accessibility.

The ADA Administrator guides staff at both SamTrans and Caltrain to implement their respective ADA/accessibility programs in a systemic manner through all phases of planning and construction. This position provides a depth of managerial, budgetary, and administrative skills to agency staff in completing and fulfilling the diverse requirements characteristic of such compliance programs.

Essential Functions & Duties


EXAMPLES OF ESSENTIAL FUNCTIONS:


Serves as District’s primary point of contact for ADA related issues, including monitoring, tracking and investigating compliance issues and for prioritizing corrective actions as warranted.

Assists with development of short/long-range plans and Capital Improvement Plans; Implements resulting policies, procedures, and SOPs.

Ensures that individual plans and projects remain compliant to District’s & Caltrain’s ADA Transition Plans and applicable federal/state codes.

Coordinates District resources/activities to ensure compliance to applicable codes, standards, regulations, and project schedule/criteria.

Represent the District in negotiating and conferring with consultants, property developers, other jurisdictions and external agencies involved with project execution.

EXAMPLES OF DUTIES:

Engage local government agencies and utilities to advance planning functions to allow collaborative and cooperative actions and implementation.

Prepares and administers assigned budgets; submits budget recommendations and monitors expenditures.

Develop, recommend and implement goals, policies and procedures that align with District priorities relative to compliance codes, regulations and measures.

Lead staff in implementation of ADA improvements to facilities -- District & Caltrain.

Compile and write applicable project reports and makes presentations to various staff and internal/external parties.

Prepare, monitor and coordinate the implementation of District’s ADA Transition Plan and related compliance measures.

Develop critical path for chosen projects and compliance programs.

Manage capital/operating costs and quality control relative to the ADA Transition Plan and related compliance measures.

Perform risk assessments and identify alternate solutions.

SUPERVISION:

The ADA Administrator reports to the Director, Facilities who establishes goals and objectives, monitors and evaluates performance.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted.
