The Port is currently recruiting for a Maritime Marketing and Commodities Representative. Under general supervision, the representative will implement a broad range of targeted marketing and business or project-specific programs to address the operational, strategic, commercial and long-term needs of the Port’s customers and optimize the utilization of the Maritime Division facilities, assets and services; promotes increased use of maritime facilities and assets by establishing targeted marketing programs to maintain current cargo growth and attract cargo. Performs related work as assigned.

Examples of Duties

Typical duties may include, but are not limited to the following:

• Coordinates the development of market data to support lobbying activities; initiates programs to support Division objectives.
  
• Keeps abreast of developments within the maritime industry.
  
• Maintains a statistical database of cargo flows and customer profiles including key decision makers, commodities shipped, Ports used, etc.
  
• Assists in the development and implementation of customized business relationships and marketing plans.
  
• Prepares and presents various administrative, summary and financial reports as needed.
  
• Develops and updates marketing collateral materials; updates and enhances web sites, press releases, news articles, advertising and Trade Mission summaries and brochures.
  
• Assists in marketing activities which target freight forwarders and third party logistics companies; investigates/helps develop rail backhaul opportunities which may benefit Oakland carriers; assists in coordinating resolution of service issues caused by regulatory agencies, such as U.S. Customs, FDA, etc; assists in coordinating maritime marketing activities relating to advertising and public relations, including appropriate support to the Port’s public relations and governmental affairs efforts; coordinates surveys of ocean carriers and key Port users to ascertain rail service standards through Oakland.
  
• Maintains a formal customer profile system; ensures that information regarding customers is kept up to date; Maintains a regular call cycle for Port existing and potential customers and key influencers of maritime trade through the Port; prepares a log of calls made and actions required or taken.
  
• Assists the Manager Business Development and Marketing, Division marketing team, other Division managers and staff, and other internal Port departments in developing and implementing appropriate tactical plans to meet strategic goals and objectives; participates in project teams on selected marketing programs.
  
• Helps prepare targeted maritime-oriented promotional tasks such as preparing briefings and presentations regarding the Port’s developments and marketing programs; assists and/or participates in Port-sponsored events such as trade shows, seminars, ceremonies, receptions, customer events, trade missions and marketing trips; may represent the Port and the Maritime Division at trade and industry conferences, meetings, seminars and industry events; responds to customer requests for information.
  
• May survey key ocean carriers to ascertain rail service standards through Oakland and to assist in the coordination of maintenance of service levels.
  
• Assists or handles special assignments within the scope of responsibility as needed.
  

Minimum Qualifications

EDUCATION AND EXPERIENCE

This position requires a combination of education and experience reflecting possession of the required knowledge, skills, and abilities. A typical combination would include a bachelor’s degree from an accredited college or university with course work in business, finance, transportation, marketing communications and a minimum of three years experience in marketing sales with at least one year experience as a marketing account representative or marketing sales representative with a port, shipping line, railroad, intermodal services company/logistics provider specializing in transportation marketing.

KNOWLEDGE, SKILLS AND ABILITIES

To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required.

Knowledge of:

• Maritime transportation principles and practices.
  
• Port of Oakland maritime operations and the infrastructure that supports shipping line, rail, maritime support companies and terminal operator activities of the Port.
  
• Sales and strategic marketing principles and practices.
  
• Media relations activities and advertising development methods and sales.
  
• Major shippers that utilize intermodal rail and ocean services, domestic transload rates/services/capabilities, intermodal rail yard and marine terminal operators.
  
• Standard office computer hardware and software.
  

Ability to:

• Exercise sound independent judgment within general policy guidelines.
• Work under deadlines and coordinate several concurrent assignments.
• Operate a personal computer and word processing, spreadsheet and presentation software.
• Communicate effectively orally and in writing.
• Help identify and conceptualize problems arising from customer requests or concerns and determine the appropriate course of action.
• Work with a multi-cultural customer base.
• Establish and maintain effective working relationships with those contacted in the performance of duties and to work as a team.

THE SELECTION PROCESS

Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application and supplemental questionnaire, appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.

Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test the applicant’s overall aptitude for the position.

Candidates must achieve a scale score of 70 or more on this examination to be placed on the hiring list for employment consideration . The Port reserves the right to modify the selection process, as necessary, to conform to administrative or business necessity.

Additional Requirements

Must possess a valid California Class C driver license at the time and for the duration of appointment.

Must be willing to travel extensively, when required.

The Port of Oakland requires each incumbent to successfully complete a Transportation Security Administration (“TSA”) background check, which will include a fingerprint-based Criminal History Records Check (“CHRC”) and a Security Threat Assessment (“STA”), prior to being considered for this position. This status must be maintained for the duration of employment at the Port.

The Department of Homeland security requires all employees who must have unescorted access to regulated marine terminal facilities to be in possession of a Transportation Worker Identification Credential (TWIC). Employees will need to undergo a background check before being issued a TWIC card. This status must be maintained for the duration of employment at the Port in this classification.

• The Port is part of the California Public Employees Retirement System (CalPERS). CalPERS is a defined pension provided to regular full-time employees that work for the Port. The CalPERS defined pension is based on predetermined formula that factors in an employee's earnings history, tenure of service and age. The retirement formula for new hires is 2% at 62 years of age or 2.5% at 55 for with other CalPERS service and/or reciprocity.
• The Port offers retiree medical benefits for employees and dependents after 10 years of CalPERS service (including 5 years at the Port).
