Retirement Program Specialist & Retirement Contribution Reconciliation Specialist

Open to the Public

OCERS is hiring for Retirement Program Specialist and Retirement Contribution Reconciliation Specialist roles within the Member Services Division. Candidates will be placed based on qualifications, skills, and organizational needs.

THE OPPORTUNITY

The Orange County Employees Retirement System (OCERS) is seeking to fill positions for both the Retirement Program Specialist (RPS) and the Retirement Contribution Reconciliation Specialist (RCRS). These roles are within the Member Services Division and provide critical services that require discretion, technical expertise, and strong interpersonal and communication skills.

This combined job bulletin highlights two types of positions which both fall under the same “ Retirement Program Specialist ” classification.

GENERAL DUTIES

The general duties outlined below are categorized and listed under their respective job titles in bold.

Retirement Program Specialist (RPS)

The RPS focuses on providing technical support and counseling to members and beneficiaries on various retirement benefits. Duties include:


Retirement Contribution Reconciliation Specialist (RCRS)

The RCRS performs highly specialized work within the Employer Payroll Unit, overseeing employer contribution reconciliation and maintaining complex accounting records. Duties include:

Candidates for either role should possess:


MINIMUM QUALIFICATIONS

Four years of experience which demonstrates the application of those knowledges and abilities listed as minimum qualifications; two years of which must be technical level experience in a retirement, insurance, or government benefit program, or in a personnel system which involves retirement benefit experience.

College level education or training directly related to such work may be substituted for up to one year of the required experience at the rate of three semester units equaling one month experience and one hour of training equaling one hour of experience.

College level education beyond the bachelor degree which is directly related to the position may be substituted for up to an additional year of required experience at the rate of three semester units equaling one month of experience. Certification as an Employee Benefits Specialist (CEBS) may be substituted for up to an additional year of the required experience.

Environmental Conditions

The ability to interact with a wide range of individuals including supervisors, managers and Participating Employers in a variety of situations. Will be required to facilitate informational seminars and work in an office environment with changing deadlines and competing priorities.

RECRUITMENT PROCESS

OCERS Human Resource Department screens all application and supplemental information materials to identify qualified candidates. Applications submitted without completed supplemental information form will be disqualified from further consideration. After screening, candidates who meet the minimum qualifications will be referred to the next step in the recruitment process. All candidates will be notified via email of their status in the process.

Examination (AAP) | (Refer/Non-Refer)

Applicants who meet desired qualifications will be invited to participate in one or more job-related examinations. Applicants will be notified of their exam date. Only the most successful candidates will be referred to the next step in the process.

Spark Hire Interview

Referred candidates may be required to complete a one-way pre-screening interview on the Spark Hire video interview platform. In this process, candidates will record their responses to a set of structured questions. Subject matter experts will then evaluate these video interviews to determine if candidates qualify for the next phase of the selection process.

Qualifications Appraisal Panel (QAP)

Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.

Based on OCERS' needs and the number of applications received, the selection procedures listed above may be modified, and all affected candidates will be notified.

ELIGIBLE LIST

After all the test procedures have been completed OCERS Human Resources Department will establish an eligible list of qualified candidates.
