Description

Position Information

This recruitment is to fill one position in the Human Resources Department.

To assist the Administrative Services Director to direct, plan, and coordinate the activities of the Human Resources and Risk Management division within the Administrative Services Department; coordinate assigned activities with other divisions, departments, and allied agencies; provide complex assistance to the Administrative Services Director and serve in their absence as required.

Receives administrative direction from the Administrative Services Director.
Exercises direct supervision over management, supervisory, professional, and technical staff.

This is a management classification responsible for planning, organizing, reviewing, and evaluating the delivery of human resources and risk management programs and services to City departments with responsibility for all related activities, including administration of the City's equal employment opportunity program, recruitment and selection, classification and salary administration, labor relations and negotiations, employee development, employee relations, workers' compensation, benefits and risk management, employee records maintenance, the development of personnel policies and procedures and assisting and advising departments on personnel problems. Performance of the work requires the use of considerable independence, initiative, and discretion with broad guidelines.

EDUCATION AND EXEPRIENCE :
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:
Equivalent to a bachelor’s degree from an accredited college or university with a major course of study in Human Resource Management, Public Administration, Business Administration, or a related field.
Experience :
Five years of increasingly responsible experience in public agency human resources administration including at least two years in a supervisory or management capacity.
Experience in other related fields may be considered to satisfy the experience qualifications.

Required Licenses/Certifications :
Possession of a valid California Driver License.

While performing the duties of this job, the employee is frequently required to sit, talk and hear. The employee is occasionally required to walk; use hands to manipulate objects, tools, or other controls; and reach with hands and arms.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, peripheral vision, depth perception, color perception, and the ability to adjust focus.
Frequent use of personal computer, including word processing, database and spreadsheet programs; calculator, telephone, copy and fax machine.
Environmental Conditions:
The noise level in the work environment is usually moderately quiet.
