Pay Range: $93,574 - $107,610 annual compensation

A Compliance and Planning Manager job is available with the City of Fort Worth Diversity and Inclusion Department.
The mission of the Diversity and Inclusion Department is to support City Council priorities of economic development, community investment, community safety, infrastructure, responsible growth and fiscal responsibility by providing support for and ensuring compliance of federal, state, and local laws, regulations and ordinances for strategic resource allocation and decision making. We educate stakeholders on best practices in municipal operationalization and enforcement of equal access in city contracting, fair housing, fair employment, public accommodations, credit access business, source of income, Title VI and ADA. We support quality of life for all Fort Worth residents.
Minimum Qualifications: - Bachelor’s degree in Business, Accounting, Finance, Public Administration or related field
- Five (5) years of progressive experience with municipal department budget leadership, federal grant administration and regulatory compliance leadership, including supervisory and project management experience.
Preferred Qualifications: - Demonstrated understanding of ethical financial leadership standards
- Master’s degree in Accounting, Finance or Seven (7) years of progressive budget leadership
- Demonstrated knowledge of government financial management software systems (eLOCCS, PeopleSoft, Questica)
- Significant understanding of Federal grant regulations and Uniform Guidance (2 CFR Part 200, 24 CFR Part 115)
- Section 709 of Title VII of the Civil Rights Act of 1964 (Title VII)
The Compliance and Planning Manager job responsibilities include: - Acts as the Administrator for eLOCCS system, Questica, and PeopleSoft financial management systems
- Supervises department financial budgets (general fund and grants operating fund), which includes prioritizing and assigning work; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, participates in making hiring, termination, and disciplinary decisions or recommendations.
- Oversees compliance monitoring; develops monitoring calendar, analyzes results of monitoring activities to determine the applicability of regulations, reviews and approves monitoring letters, advises staff and sub-recipients/contractors on methods to resolve compliance findings or concerns.
- Participates in the development, analysis, formulation and administration of the department budget. Approves forecast of funds needed for staffing, equipment, materials and supplies; prepares budget and related financial documents; conducts budget preparation/review meetings; monitors and approves expenditures; prepares revenue projections and annual updates; and implements budgetary adjustments.
- Produces the annually submitted action plans as requested by federal, state and local grants.
- Oversees planning and reporting for federal grants; reviews action plans, grant applications and final performance reports for quality, accuracy and completeness to comply with federal regulatory requirements; develops calendar and task list for preparation of these plans and reports.
- Responds to inquiries and provides compliance guidance to staff members regarding grant regulatory compliance and grant reporting requirements; solves problems related to grant planning and reporting; acts as the Department’s primary resource for all grant regulatory compliance issues.
- Drafts policies and procedures to guide compliance and planning activities, particularly in response to changes in grant regulations; reads and researches regulations and regulatory changes to determine applicability to local programs, anticipates possible consequences of new regulations that may affect the ability of the City to comply and advise Senior Management, and makes recommendations for policies or procedures to enhance ongoing compliance.
- Develops written documents or spreadsheets as tools to assist in the compliance and monitoring processes, guides lower-level staff, and ensures consistency and continuity of processes.
- Coordinates with external or internal customers regarding compliance problems to resolve audit findings (Internal Audit, sub-recipient agencies), implement solutions and/or make recommendations for solutions to compliance problems.
- Consults with federal agency representatives regarding regulatory interpretation and applicability of grant requirements to specific situations.
- Performs other related duties as required.

PHYSICAL DEMANDS Sedentary Work - Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
