OVERVIEWKitsap County Human Services Department has an exciting opportunity for a new team member to join us within our Olympic Workforce Development Council (OWDC) division. The position is responsible for administration of the employment and training management information systems as well as monitoring and evaluating employment and training programs. The incumbent will also provide input into the development of programs and will administer contracts to include monitoring data and compliance.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS Required Education and Experience - Bachelor's degree in Information Systems, Business Administration, Social Services, or closely related field; and
- At least three years experience in database maintenance, data processing, or information systems.
- Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements.? Work experience is essential and cannot be replaced by additional education.
Preferred Education, Experience or Other Qualifications - Human Services database administration and management information system operations
- Principles and techniques of program evaluation

- The duties in this position are performed primarily in an office setting utilizing standard office equipment
ILLUSTRATIVE EXAMPLE OF DUTIES- Responsible for all Non-WIOA program comprehensive reporting and data management, including the preparation and analysis of monthly performance and data elements.
- Validate data elements to ensure accuracy and compliance with established standards, while also overseeing process maintenance and providing training to team members.
- Compile and present quarterly narrative reports, highlighting key insights and trends, ensuring that all deliverables meet organizational and regulatory requirements.
- Monitoring non-WIOA program participant files on both a quarterly and annual basis to ensure compliance and accuracy.
- Develop and implement training programs to enhance team capabilities and ensure best practices are followed.
- Employee will serve as the coordinator/manager for the annual ESD monitoring program, overseeing all related activities to ensure effective execution and adherence to regulatory standards.
- Provide local technical support to local area users ETO (Efforts to Outcomes) client tracking database, ensuring seamless operation and troubleshooting any issues that arise.
- Correct and validate data to ensure accuracy and reliability, contributing to the overall integrity of the tracking system.
- Data tracking of all non-WIOA program specific performance indicators including data matching, verification, and compilation of MIS data fields and records.
- Prepare specialized reports and queries in accordance with specific direction from program managers.
- Analyze contract documents and monitor contractors for compliance with requirements of their non-WIOA contracts.
- Assist in on-site program compliance and performance reviews
- Oversee program-specific updates, revisions, and additions to our non-WIOA policy framework.
- Identify and research any new program-specific policies, as well as developing them to meet organizational needs.
- Responsible for organizing and coordinating the local system approval process to ensure timely implementation of policies.
- Notifying relevant stakeholders of policy changes and maintain ongoing monitoring to ensure compliance and effectiveness.
- Preparation of agendas and minutes of the OWDC, as well as the uploading and publication of documents via Gov delivery.
- Supports the Olympic Workforce Advisory Committees on an as-needed basis, contributing to the effective functioning of these groups.
- Engage in partner and community outreach efforts, tailoring engagement strategies to specific cases as necessary to enhance collaboration and strengthen relationships within the community.

Vacation Leave New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:
Upon completion of 2 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick LeaveAll new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
