SENIOR EXECUTIVE OFFICER, FINANCE (FINANCIAL MANAGEMENT)
Description

DescriptionCollaborates with the Chief Financial Officer (CFO) regarding Metro's financial planning, budgeting, and implementation of all modes of transportation, including operating and capital programs, strategic initiatives, grants, and other financial strategies; under direction of the CFO, works closely with the agency's executive management team, program and project executives and managers, Metro Board members, elected officials, Metro's labor unions, Regional Councils, and other stakeholders, to assist in the development and implementation of visionary programs and solutions to meet the mobility needs of Los Angeles County.
Reporting directly to the Metro Chief Financial Officer, this role extends beyond the traditional responsibilities of a Corporate Controller or Treasurer and will oversee Metro’s funds management and financial reporting. Additionally, this position will advocate for Metro’s financial interests in transportation industry policy-making. The role involves collaborating with national and international governing bodies to review accounting standards, investment portfolios, and governmental debt issuance, as well as maintaining credit ratings. Furthermore, this position will recommend Metro’s investment and debt issuance policies to the Board of Directors and/or prepare financial reporting to meet government regulations and legal requirements. The financial reports prepared shall pass internal and external audit standards and scrutiny. Additionally, this position will propose internal controls to strengthen Metro’s fiscal responsibilities.
Examples of Duties- Under the direction of the CFO, establishes goals and major priorities, and develops strategies to sustainably fund and finance all modes of transportation in support of Metro's focus on customer service, value to taxpayers, and delivery of programs and projects
- Utilizes technology to build and support strong management teams responsible for developing, implementing, and strategizing to improve financial accountability throughout the agency
- Collaborates with the CFO on the establishment of goals and major priorities for budgeting, resource allocation, and financial planning and programming, and ensures goals and objectives are achieved
- Manages and reviews staff performance against goals and takes actions necessary to address and correct deviations
- Implements programs to train, develop, and prepare the next generation of leaders
- Leads staff in inter-departmental and inter-agency collaboration and cooperation
- Directs the development and implementation of programs, processes, projects, financial systems, and services
- Analyzes policies and formulates and presents policy recommendations to the CFO
- Manages the preparation of agenda items for CFO approval and Metro Board action relating to financial planning, budgeting, debt management, revenue collection, and local programming matters
- Maintains and updates long-range staffing plans, resource needs, and contingencies in support of Metro objectives
- Prepares long-range transportation financing plan to address all aspects of transportation, including public transit and paratransit; highways, streets, and roads; bicycle and pedestrian facilities; traveler information; traffic management and goods movement; capital improvement; and construction programs
- Utilizes technology to provide analyses and documentation required to assess alternative financing strategies, including debt, lease purchase, or other identified alternatives to ensure effective and efficient delivery of Metro's programs and projects
- Supports the CFO with interfaces and negotiations with outside interests (consultants, investment managers, and Boards of Trust) in order to achieve Metro's financial goals
- Manages Metro's systemwide financial planning efforts, including state of good repair and asset management, to ensure adequate resources as Metro's system grows and matures
- Collaborates with outside agencies to secure support for programs and create partnerships
- Utilizes technology to prepare and maintain forecasts of sources of funding for transportation projects and services
- Analyzes and develops innovative means of financing transportation projects and services
- Manages departments, including developing, monitoring, and adhering to budget and achieving unit's goals and objectives

Minimum QualificationsA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education- Bachelor's Degree in Business, Finance, Public Administration, Economics, or a related field; Master's Degree in a related field preferred
Experience- Eight years of relevant senior management-level experience in transportation finance, budgeting, debt and investment management, planning and programming, project development, and/or economic development
Certifications/Licenses/Special Requirements- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred QualificationsPreferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are
not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
The following are the preferred qualifications:
- Previous or current possession of a CPA (Certified Public Accountant, CAA (Certified Accounting Analyst) or related license. Maintaining the CPA, CAA or similar licensure is preferred, but not required
- Previous or current possession of the CFA (Certified Financial Analyst), CFP (Certified Financial Planner), Series 65, Series 66, or related certificate. Maintaining the CFA, CFP, Series 65, Series 66 or similar certificate is preferred, but not required
- Experience overseeing financial management for organizations with revenues exceeding $5 billion or managing debt and investment portfolios of the same scale as a Chief Auditor, Treasurer, or Controller. Experience as Chief Auditor, Treasurer, or Controller is preferred but not required
