The Assessor-Recorder-County Clerk (ARC) is recruiting for Appraiser II Trainees who serve under training conditions and close supervision while acquiring the necessary knowledge and skills to qualify for promotion to Appraiser II which independently performs all types of property assessments. Appraiser II Trainees participate in securing and analyzing information relative to building costs, depreciation, yield rate, occupancy rate, expense ratios, real property sales and income data to determine income flows and capitalized earning ability of properties; and use income, market, and/or cost approach, as applicable, reconciling various approaches as necessary to arrive at a final value judgment.

Offices are located in Big Bear, Hesperia, Joshua Tree, Rancho Cucamonga, San Bernardino and Twin Peaks.

CONDITIONS OF EMPLOYMENT

Promotion: Appraiser II Trainees are eligible for promotion to Appraiser II (Up to $98,716.80 annually) upon meeting the minimum requirements for that class including obtaining, within one (1) year of employment, a valid permanent Appraiser's Certificate issued by the State Board of Equalization and receiving a satisfactory work performance evaluation. Incumbents must promote within twenty-four (24) months or be terminated.

Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained. Offices are located in Big Bear, Hesperia, Joshua Tree, Rancho Cucamonga, San Bernardino and Twin Peaks.

**Salary increases contingent upon Property Related Revenue and/or statewide Proposition 172 Sales Tax Collections performance.

Minimum Requirements

CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS:

OPTION 1

Possession of a permanent State Office of Real Estate Appraisers Certified General License or equivalent state agency -AND- one (1) year of journey-level experience appraising single residential, moderate sized multiple-unit residential, AND commercial properties in federally related transactions.

OPTION 2
Possession of an Appraiser's Certificate issued by a California State Board of Equalization or other similar government agency for property tax assessment purposes -AND- one (1) year of journey-level experience appraising single residential, moderate sized multiple-unit residential, AND small commercial properties for tax assessment purposes within a state or local Assessor's office.

Experience for both options must have been obtained within the last ten (10) years.

Applicants MUST also meet one of the following qualifications for obtaining the Appraiser Certificate issued by the State Board of Equalization :

EDUCATION A completed/awarded bachelor’s degree.

EDUCATION AND/OR EXPERIENCE
Graduation from high school and a combination of higher education and relevant experience totaling four (4) years (experience must have been obtained within the last ten years) as one of the following:

EDUCATION
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Desired Qualifications

The ideal candidate will have a Bachelor's Degree in Business Administration, Finance, Economics, or Real Estate; a Permanent Appraiser's Certificate issued by the State Board of Equalization; and three (3) years journey-level appraiser experience in a California County Assessor's office.
