San Bernardino County Department of Behavioral Health invites qualified professionals to apply for the position of
Behavioral Health Senior Program Manager. Incumbents report directly to a Department of Behavioral Health Deputy Director andare responsible for the planning, organization, and administration of their division. Behavioral Health Senior Program Managers are also responsible for utilizing applicable funding sources to prepare expansion opportunities to address the needs of underserved populations while establishing the priority of behavioral health services to meet the needs of County residents.
Behavioral Health Senior Program Managers are responsible for developing, coordinating, auditing, and monitoring their division. Incumbents will work directly with the leadership teams within the department pertinent to these processes such as Fiscal, Contracts, Compliance, Research and Evaluation, Human Resources, Payroll, and Quality Management. Incumbents are required to supervise and evaluate the Behavioral Health Program Managers I and II assigned to their program. This includes providing recommendations and guidance on the coordination of staffing patterns related to organizational and program needs and participating in the investigation of disciplinary concerns as they arise including recommendations to the department’s Director through oversight of their Deputy Director for appropriate level of action.

The
Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are

DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1000 positions and an approximate $700 million-dollar annual budget.

Program Support Services: - This position will initially oversee one (1) Program Support Services program, Quality Management, but may eventually include oversight of the Workforce Education & Training (WET) Program as well. Quality Management (QM) oversees seven (7) clinical and non-clinical programs ranging from the 24/7 Call Center to audit preparation that includes compliance with contractual requirements and regulations. This position will also be responsible for the oversight of CalAIM initiatives related to the Behavioral Health Quality Improvement Program.
- Additionally, this position is expected to be a subject matter expert regarding Quality Management mandates and initiatives.

Minimum Requirements Applicants must meet BOTH the education and experience requirements in ONE of the following three options:
OPTION 1: EDUCATION: A completed Bachelor’s degree obtained from an accredited institution in behavioral science, human services, social work, counseling, psychology, public health administration, business/public administration, hospital administration, or closely related field of study.
-- AND-- EXPERIENCE: Four (4) years of
management experience including developing startup of forensic programs/services and management of multiple levels of teams that include multiple disciplines. At least two (2) of the four (4) years
must include second level management of managers with oversight of programs involving forensic populations. Qualifying experience
must include a minimum of two (2) years of experience as second-level supervisor (management through subordinate supervisors and/or managers), personnel administration, operations, budget/fiscal administration,
and responsibility for program development and implementation (deployment and operations) in complex systems of care, including policy implications.
Note: Qualifying degree or coursework must have been completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
------------------------------------------------------------------------------------------------------------------------------------------------------------------- OPTION 2: EDUCATION: A completed Bachelor’s degree obtained from an accredited institution in behavioral science, addiction studies, psychology, human services, social work, counseling, public health, business/public administration, hospital administration or closely related field of study.
-- AND-- EXPERIENCE: Four (4) years of
Substance Use Disorder (SUD) management experience including Drug Medi-Cal service administration, management of multiple programs/sites with responsibility of overseeing program operations, and responsibility of program planning.
Qualifying experience
must include a minimum of two (2) years of experience as second-level supervisor (management through subordinate supervisors and/or managers), personnel administration, operations, budget/fiscal administration, and responsibility for program development
and implementation (deployment and operations) in complex systems of care, including policy implications.
Note: Qualifying degree or coursework must have been completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. management experience including working in the Behavioral Health field with homeless individuals, oversight of programs involving homeless and Mental Health/Substance Use Disorder populations, management of multiple levels of teams that include multiple disciplines,
and experience working with various housing voucher programs, and HUD.
Qualifying experience
must include a minimum of one (1) year of experience as second-level supervision (managing through subordinate supervisors and/or managers), personnel administration, operations,
and budget/fiscal administration; responsibility for program development and implementation (deployment and operations) in complex systems of care, including policy implications.

Desired QualificationsThe ideal candidate will be a seasoned program manager with extensive experience in public behavioral health as well as experience in the following areas:
- Collaboration with DHCS, Mental Health Plans (MHP), and other divisions within DBH
- Collaborative approaches to care including working with county departments, non-profits providers, community-based organizations with the goal of improving service delivery
- Licensure as a Psychologist, Clinical Social Worker, Marriage and Family Therapist, Professional Clinical Counselor
- Certification as an Alcohol and Other Drug (AOD) Counselor from a National Commission for Certifying Agencies (NCCA) accredited organization preferred
