Building InspectorThe City of Concord is currently seeking to fill one Building Inspector vacancy in the Community Development Department.
The Community Development Department:The City of Concord’s Community Development Department, or CDD, is home to several divisions, which work together to maintain and improve the quality of life for residents and visitors. From Planning and Housing to Building and Engineering, CDD focuses on enhancing the quality of life for Concord’s residents and businesses.
The Building Division provides plan checking, permit administration, and inspection services for new construction, additions, and remodels of residential and non-residential projects within the City of Concord.
We are looking for someone who:• Has at least one year of experience working in a City or County building department as a building inspector.
• Is ICC certified in one or more of the following residential or commercial areas: Building Inspector, Plumbing Inspector, Electrical Inspector, and/or Mechanical Inspector.
• Has excellent customer service skills.

SELECTION PROCESS1. Submit a completed City of Concord application and the required supplemental question responses online at www.cityofconcord.org . Only application materials submitted online during the filing period will be accepted.
2. All qualified applications and supplemental responses will be competitively evaluated, and those candidates demonstrating the strongest qualifications for the position will be invited to a panel interview. If you are selected to participate in the panel interview and are unavailable, we regret that we will not be able to reschedule you.
3. Candidates that pass the panel interview will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 months.
Conviction History:If you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Examples of duties include, but are not limited toMakes work site inspections of grading, buildings, and structures while construction, repair, or alteration work is in process to assure conformity with approved plans, and enforces appropriate building codes, ordinance regulations and other applicable laws, rules, and standards.Conducts final inspections of completed work and approves acceptable structures and installations.Investigates violations of building codes, the housing code and zoning laws.As assigned, makes special surveys of such items as fire escapes, signs, and places of assembly to determine compliance with governing laws and ordinances.Issues verbal and written orders for correction of non code-complying work or materials.Prepares reports regarding conditions or violations.Prepares reports of inspections of use and occupancy of existing housing to determine conformance with housing codes.Inspects property use, signs, landscaping, and similar items for conformance with zoning ordinances, and enforces conditions of special land use permits.Provides information to the public regarding zoning regulations, building and installation requirements, and gives advice regarding construction, installation, and repair methods.Performs plan checking and reviewing of residential and commercial structures including preparation of written plan check compliance lists when assigned this work.May occasionally represent the City before boards, commissions or in court relative to plan checking or conditions and activities at construction sites.Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the vision and values statement adopted by the City.

Qualifications Knowledge and Abilities Working knowledge of materials, methods, and current building codes and standards used in building construction. Ability to read building construction plans and specifications and to recognize deviations from such plans in the field construction process; to recognize faulty construction or hazardous conditions created by deterioration; to learn and apply specific provisions of applicable codes, ordinances, and regulations enforceable by the City, especially those pertaining to structural construction, fire and life safety, access to buildings for persons with physical disabilities, plumbing, gas, and electrical installation, and grading; to make accurate arithmetical computations; to communicate effectively orally and in writing; to enforce regulations firmly and impartially; and to establish and maintain cooperative and effective relationships with those contacted in the course of work, all within the context of the City's Mission, Vision and Values Statement and a strong progressive customer service orientation.
Education/Experience Education: Completion of the twelfth grade or equivalent, preferably supplemented by additional training in building inspection technology, structural engineering, public administration or a related field.
Experience: Two years in one of the related building or construction trades, or application of Municipal Code enforcement relating to zoning, building construction, permit, or licensing administration.
OtherInternational Code Council (ICC) certification or certification from an equivalent nationally recognized certification agency at time of appointment as a building inspector is highly desirable. Certification must be obtained within the probationary period and will be a condition of continued employment.
A California Driver's License and satisfactory driving record are conditions of initial and continued employment.
