THE POSITION: Under general supervision, oversees quality improvement projects across Ventura County Ambulatory Care clinics. This includes data mining, analysis, collaboration with all levels of clinic staff, travel to multiple clinic locations, implementation of Plan-Do-Study-Act (PDSA) cycles to test process improvements, evaluation of interventions, reporting, and project management. Incumbents will also provide recommendations and present results to stakeholders, which drive organizational needs.

IDEAL CANDIDATE: The ideal candidate will have extensive experience leading quality improvement projects in a health care environment; proficiency with Electronic Health Record (EHR) systems such as Cerner; and a strong understanding of clinical workflows. Additionally, the ideal candidate will possess strong technical and analytical expertise as it pertains to quality programs and reporting, including Healthcare Effectiveness Data Information Set (HEDIS) and Quality Incentive Pool (QIP).

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular Full-Time vacancy.

Supplemental Information: Work is partially performed in an office environment and partially in a clinic setting. Individual travel to various Ambulatory Care clinic sites is required on a regular basis.

KNOWLEDGE, SKILLS, and ABILITIES:

Knowledge of: methods and techniques of performance improvement; Federal, State, and local laws, rules and regulations, policies, processes, and mandated procedures pertinent to performance improvement and quality management; principles and practices of quality management; and safe driving practices.

Skills in: computer literacy, utilizing personal computing hardware and software such as Microsoft Word, PowerPoint, Outlook, Excel, and others that the position requires.

Working ability to: prepare clear and concise, comprehensive administrative, and technical reports and recommendations; manage projects related to performance improvement; plan organize work assignments and implement necessary work procedures to meet changing priorities and deadlines; analyze complex situations accurately and adopt an effective course of action; establish and maintain effective working relationships with those contacted in the course of work (internal/external); communicate effectively, both orally and in writing; exercise collaboration, consensus-building, conflict resolution, and problem-solving skills; exercise sound judgment and decision making; plan, train, and supervise the work of others if required; and operate a county vehicle.

TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
