The Associate Vice President for Facilities Services and Public Works (AVP) is a key leadership position with broad policy and procedural influence over the University’s physical infrastructure and campus planning. This role oversees two primary functions: 1) Physical Plant, which manages building and utilities infrastructure, the cogeneration plant, fleet, light equipment, utilities management, sustainability initiatives and grounds, and 2) Campus Planning, which includes space planning, design/architecture, and new construction. The AVP is responsible for the university’s entire built environment, ensuring the seamless integration of planning, space management, capital budgeting, construction, operations, and maintenance. With a staff of over 90 employees, this position ensures that all facilities-related services align with the institution’s strategic goals and operational needs. The AVP for Facilities Services plays a crucial role in managing financial systems related to public sector capital and operational budgets, requiring expertise in budget proposals and mixed-resource capital project development.

Strong leadership and the ability to inspire a diverse team of professionals across planning, design, skilled trades, and administrative support functions are essential. The AVP must foster a workplace culture that values inclusiveness while utilizing key performance metrics to enhance service delivery and project execution. Effective communication-clear, persuasive, and proactive-is critical to achieving strategic objectives and ensuring alignment with the University’s long-term facilities and sustainability goals. Aspects of this work also require careful and deliberate collaboration with the institution’s participatory governance stakeholders to ensure input and consideration on crucial facilities and space related decision making.

As the ideal candidate, you are a credible facilities leader with strategic and operational management experience, preferably within a similarly complex, multi-partner environment. You are an adept communicator, with a wide range of communications skills - formal presentation, negotiating, consensus building, and inspiring / building trust with others - in an environment where there are often competing priorities. Peers value your transparency, calming presence and ability to provide direct leadership in a politically charged, and high-profile setting. You have a solid grasp of construction and design, and excel at contract, project, and financial management. You are experienced in operations, with a strong desire to improve processes, lead an efficient operation, and make the best use of your resources. You are an effective team-builder with the ability to provide strong leadership in an environment with represented staff.

RESPONSIBILITIES & DUTIES:

Serving as the senior most facilities administrator; the AVP is responsible for the successful operation, maintenance, and development of the University's physical plant and provides oversight for a 27MW combined cycle peaker plant (CI Power). The AVP is also responsible for facilitating the successful maintenance and operation of the Santa Rosa Island Research Station, in partnership with the National Park Service. The AVP will play a key role in establishing and directing the strategic goals of the department and will ensure operational objectives are achieved. The AVP engages collaboratively with campus administration and the campus community to provide superior customer-focused services while advancing the University's strategic goals. The AVP plays a significant role in overseeing the campus master plan and the multi- year capital outlay program.

Functional Areas: The following functional areas are under the responsibility of the Associate Vice President and may be adjusted as needs of the campus are identified. The AVP will provide strategic leadership and guidance for:
Administrative Services: provides operational support for the department including but not limited to budget and financial management, department-specific procurement, accounts payable, records maintenance, communication, training and development. Operations: responsible for maintenance and repair of all buildings, mechanical and utility systems, infrastructure, special repairs, renovation, deferred maintenance, along with maintaining the campus motor fleet. Skilled trades staff include plumbers, engineers, electricians, carpenters, painters, locksmiths, and auto mechanics. Custodial & Grounds: responsible for providing custodial services and maintaining the campus and grounds and providing special event support. Staff consists of grounds workers, laborers, and custodians. Engineering Services: responsible for the Central Plant, energy and utilities management, sustainability, and the engineer shop. Logistical Services: manages the Work Center, locksmiths, maintenance stores, asset management, and Fleet Management. Planning, Design & Construction: responsible for campus planning space needs including but not limited to issuance of building permits, preparation of Annual Capital Outlay Budget Program, major and minor master plan amendments, compliance with CEQA, management of capital outlay construction projects, contract administration and interfacing with the Chancellor's Office staff. Sustainability & Energy: includes collaboration with working groups, departments, academic centers, and individuals across the campus to achieve the University’s sustainability and climate goals.
