Job Description

The Agency Instructor I coordinates, prepares, and delivers Wide Area Search (WAS) Program classes throughout the U.S. and its territories. This program is part of the Homeland Security National Training Program (HSNTP) cooperative agreement. This position trains wide audiences including emergency responders from public and private agencies who are subject to coordinate and perform large-scale disaster search operations, and members of the general community who may find themselves in the impact zone of a disaster. This position will follow approved curriculum course outlines and timelines and perform all course exercises as explained in the Instructor Guides. In addition, this position, as a team member, may actively participate in the updating and revising of a course in the curriculum development process as well as review new instructional material as requested. This position will serve as a lead instructor for course deliveries and maintain records, reports and documentation of activities for each delivery led. Other duties include classroom and topic preparation, delivery of classes including demonstrating with teaching aids, completing required administrative paperwork and maintaining technical competence and skills. The work will involve traveling to remote locations to provide classroom and field instruction. This position may allow for telecommuting. Must also be capable of conducting course marketing, course coordination, and travel coordination with full-time and wage staff from a remote telework site.

This position will report to the Wide Area Search (WAS) Program Training Manager.

Required Qualifications:

• High School Diploma or GED.
  
• Four years of experience in a combination of the following fields: search and rescue, disaster response, first responder practitioner, mass casualty incidents, emergency management. (Fire, EMS, Law Enforcement, Military, US&R).
  
• One year of experience in adult education and/or training to include training concepts and programs.
  

Required Licenses/Certifications:

• Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
  
• Must have a valid passport or ability to obtain within 180 days of employment.
  

Preferred Qualifications:

• Bachelor’s Degree from an accredited college or university.
  
• Eight or more years of experience in disaster search and rescue operations.
  
• Five or more years of experience in adult education and/or training background in training concepts and programs.
  
• Experience in curriculum development and maintenance.
  
• Professional Instructor Certification or ability to obtain.
  
• Fire Instructor I (NFPA 1041) or equivalent or ability to obtain.
  

Physical Requirements:

• Ability to work outdoors exposed to various weather conditions, potential allergens and heat.
  
• Ability to communicate effectively orally and in writing.
  
• Ability to use standard office and presentation equipment such as computer, keyboard, printer and projector.
  
• Ability to climb, crawl, stoop, reach and manipulate small equipment components during instruction.
  
• Ability to support training delivery for up to 8-10 hours/day.
  
• Physical conditioning consistent with setting up classrooms, movement of training equipment and instructional materials up to 50 lbs.
  
• Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.

• This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
  

Essential Duties:

Promote Safety and Adaptability Through Safely Delivering a DHS-Funded Training Program Ensuring the Quality of All Delivered Training - 75%

• Delivers Wide Area Search and Disaster Preparedness & Survival: A Guide for Individuals, Families & Communities classes within the Wide Area Search Program.
  
• Travels across the country and to US Territories as assigned by the Training Manager or his or her designee to provide classroom instruction.
  
• Arrives before the course is scheduled to ensure the classrooms and training areas are set up in a safe manner.
  
• Greets arriving participants.
  
• Follows approved curriculum course outlines and timelines.
  
• Performs all course exercises as explained by the Instructor Guide and agreed upon in MOA/MOUs.
  
• Ensures all training is conducted in accordance with established safety guidelines.
  
• Ensures all participants have achieved the terminal objectives of the course.
  
• Provides participants the opportunity to evaluate the training.
  
• Assists in the ordering and procurement of course materials and support items.
  

Promote Teamwork and Respect by Collaborating with Other Training Team Members and Creating a Culture of Positive Employee Engagement - 15%

• Actively participates in team meetings and events.
  
• Promotes teamwork with the instructor cadre.

Promote stewardship by performing fiscal and administrative duties in a responsible manner - 10%

• Makes sound fiscal decisions in the planning and execution of course deliveries.
  
• Submits pre-and-post travel paperwork in a timely and accurate manner.
  
• Submits after action reports (AAR) by assigned due date.
  
• Maintains training program records.
  
• Submits MDR by the assigned due date.
  
• Maintains contact with customers throughout the scheduling and delivery process.
  

Other Duties:

• Performs additional work duties as assigned.
