Utility Billing Manager
Description
SummaryOversees two or more employees in the Utility Billing department. The daily operations of the Utility Billing include handling customer concerns and questions which have escalated above the clerkâs ability to resolve.
Essential Duties and Responsibilities- Supervision of the Utility Billing Clerks.
- Resolution of all questions or concerns presented by internal and external customers involving utility billing.
- Post automated cash receipts daily.
- Review and reconcile all batching, cash receipts, billing, and any journal entry discrepancies.
- Schedules and oversees training for all Utility Billing staff.
- Demonstrates and promotes quality customer service.
- Manage collections of A/R - utility billing.
- Monitor expenditures to budget monthly.
- Manage collection agency with timely communication of past due accounts.
- Documents and prepares payroll time for all Utility Billing staff.
- Implements, manages, and maintains the online utility payment system.
- Oversees and updates water and wastewater rate schedules.
- Evaluation, preparation, and delivery of all Utility Billing staff annual performance evaluations.
- Implement and management performance measures.
- Prepare and update policies, procedures and ensures adherence without exception.
- Coordinate mail pick up and distribution.
- Approve expenditures for Utility Billing.
- Prepare an annual budget.
- Other duties may be assigned.
- Manage and coordinate a successful and seamless transition to a new utility billing system
Supervisory ResponsibilitiesDirectly supervises two or more employees in the Utility Billing. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or ExperienceBachelor's degree (B. A.) from four-year college or university; or minimum of three years related experience and/or training; or equivalent combination of education and experience in a utility billing environment.
