Vacation & Sick Leave

At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).


Holidays

The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

Retirement
This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12.27%, per fiscal year.

Primary Duties and Responsibilities

GENERAL PURPOSE: Under general supervision, responsible for leading the daily on-the-ground operations of the Joe Foss Public Shooting Range. This includes supervising the firing line, issuing range commands, monitoring user activity, enforcing safety protocols, and supporting programs and events. The position serves as the primary on-site presence during public shooting hours, ensuring a safe, clean, and welcoming facility for all users.

PRIMARY DUTIES AND RESPONSIBILITIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Leads on-site public operations for rifle/pistol, trap, skeet and archery areas.
• Issues clear and consistent range commands from the tower to control live-fire activity and maintain strict adherence to safety procedures.
• Enforces all range rules and procedures while maintaining a professional and customer-service oriented approach.
• Monitors activity across all active range areas, identifying usage trends, potential hazards, and opportunities to enhance safety or efficiency.
• Provides on-site guidance and supervision to full-time, part-time, and volunteer staff, ensuring adherence to safety protocols and public service standards.
• Conducts daily inspections of the entire range complex, including trap and skeet field, shooting lanes, target zones, and walkways. Reports any maintenance or safety issues promptly.
• Prepares the range for public programs and events, including setup and takedown of targets, clay throwers, barricades, and signage.
• Supports public programs and events by providing operational assistance, customer support, and on the ground safety monitoring.
• Assists with purchasing necessary equipment and supplies for the range and related programs.
• Participates in the selection, training, motivation, and evaluation of full-time and part-time/seasonal staff and volunteers.
• Interacts with the public in a positive and informative manner, providing guidance on firearms safety and range procedures.
• Performs other duties as assigned or required.

Minimum Qualifications & Position Requirements

Education and Experience:

High School diploma or GED with three (3) year experience in operation of public shooting range; the implementation or supervision of recreation programs or activities required; OR an equivalent combination of education and experience. College level coursework in Recreation, Recreation Administration, Leisure Studies or related area preferred.

Necessary Knowledge, Skills and Abilities:

Knowledge of:

• City policies and procedures.
• Firearms and archery safety principles, including range command procedures for all active range types.
• Learning and performing basic maintenance of trap and machines, archery targets, and range equipment
• Laws and regulations governing public shooting ranges.
• Principles and practices of customer services.
• Emergency response protocols.

Skill in:

• Interpreting and applying City policies and procedures.
• Issuing confident range commands and managing live-fire environments.
• Monitoring multiple range areas simultaneously with strong situational awareness.
• Leading and supporting subordinate staff and volunteers.
• Engaging with diverse user groups in a professional, safety-oriented manner.
• Establishing and maintaining cooperative working relationships with citizen groups, outside organizations and other government agencies and City departments.
• Promoting and enforcing safe work practices.
• Operating a personal computer utilizing a variety of business software.
• Following and effectively communicating verbal and written instructions.

Ability to:

• Maintain alertness and decisiveness in high-responsibility safety situations.
• Identify maintenance and safety issues.
• Interact with participants in a fun, friendly, courteous and safe manner.

12-Month Goals:

• Implement Daily Inspection and Reporting System
  • Develop and maintain a daily log for safety inspections, equipment issues, and incidents. Submit monthly summaries starting within the first 30 days.
• Train and certify staff as Range Safety Officers
  • Lead the internal process to prepare all Shooting Range Assistants and volunteers for NRA Range Safety Officer certification.
• Increase public awareness and understanding
  • Track and report the top 3 most common rule misunderstandings from the public. Propose changes to signage, safety briefings, or communication to reduce confusion by year’s end.

Additional Information

Special Requirements: Possession of a Valid Arizona Driver’s License. Required within six months of hire: NRA Chief Range Safety Officer Certification; NASP Basic Archery Instructor or USA Archery Level 1 Instructor Certification; First Aid / CPR Certifications.
Days of the Week Worked Schedule: Thursday - Sunday

Physical Demands / Work Environment: Must be able to work in outdoor environments, including prolonged exposure to heat, dust, and other desert conditions. Requires the ability to lift and carry heavy objects.

Reports To: Shooting Range Facility Coordinator

Supervision Exercised: Shooting Range Assistant, part-time staff, and volunteers
