THE POSITION:
The Air Quality Planner I/II position performs a variety of assignments in the development, formulation, and maintenance of the District's air quality plans; represents the District regarding air quality management issues at the federal, state, regional and local levels; reviews air quality impacts of indirect source projects; researches and prepares technical responses for regulatory agencies regarding laws, guidelines and decisions affecting the District; coordinates and manages air quality improvement projects; tracks grant funding and prepares reports; and performs related work as required. Depending on the experience and qualifications of the successful candidate, appointment may be made at either the Air Quality Planner I or Air Quality Planner II level. Incumbents in the Planner I class may advance to the higher-level Planner II class after gaining the knowledge, skill, and experience that meet the qualifications for and demonstrate the ability to perform the work of the higher-level class.

CLASS CHARACTERISTICS:

Air Quality Planner I : This is the entry- level class of the professional Air Quality Planner series. Initially under close supervision, incumbents with an educational and/or practical experience learn specific air quality plan development and related practices and procedures. As knowledge and experience are gained, the work becomes broader in scope, assignments are more varied and are performed under more general supervision. This class is alternately staffed with Air Quality Planner II and an incumbent may advance to the higher level after gaining the knowledge, skills and experience which meet the qualifications for and demonstrate the ability to perform the work of the higher-level class.

Air Quality Planner II : This is the experienced-level class in the Air Quality Planner series. The incumbent in this class serves as a professional staff member, working independently within established guidelines to perform a wide variety of air quality planning activities under general direction.

The Feather River Air Quality Management District is a bi-county District that was formed in 1991 to administer local, state, and federal air quality management programs for Yuba and Sutter counties. The District is committed to environmental policymaking, community planning, and regulatory enforcement practices that are fair and equitable to all business owners and residents of Yuba and Sutter counties regardless of age, culture, ethnicity, gender, race, socioeconomic status, or geographic location to protect against the health impacts of air pollution.

Typical Qualifications

EDUCATION AND EXPERIENCE

Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in engineering, environmental science, planning, chemistry, or the physical or biological sciences.
Experience:
Air Quality Planner I : No experience is required; however, some internship or related paraprofessional experience is desirable.

Air Quality Planner II : Two (2) years of professional air quality planning experience equivalent to the District's class of Air Quality Planner I.
License:
Must possess and maintain a valid California class C driver’s license and meet automobile insurability requirements of the District as a condition of continued employment.

Supplemental Information

SALARY Air Quality Planner I: $5,588 - $6,793 Monthly*
Air Quality Planner II: $6,169 - $7,498 Monthly*
*2% COLA effective July 1, 2025

BENEFITS

Personnel System: FRAQMD has a merit-based personnel system that provides for promotion and advancement.

Flexible Schedule: Remote work options.

Longevity Pay: 5% paid after (12) and (20) years of continuous service.

Vacation: Twelve days per year through 4.99 years of employment; 16 days through 9.99 years; 18 days through 14.99 years; 20 days through 19.99 years; 24 days after 20 years (pro-rated for part time employees).

Holidays: Fourteen (15) paid holidays including 3 floating holidays.

Sick Leave: Accrues at the rate of 12 days per year and can be used for illness, medical appointments, and bereavement leave (pro-rated for part time employees).

Health Plan: Medical (CalPERS), dental (Delta) and District paid vision care (VSP) coverage is available for employees and dependents.

Life Insurance: $25,000 District paid life insurance for full-time employees.

Deferred Compensation: The district offers a voluntary Deferred Compensation Plan (457) that will match up to $100.00 per month for participating employees.

Retirement: District employees are members of the California Public Employees’ Retirement System CalPERS retirement. Classic employee: 2.5% @ 55; PEPRA employee: 2% @ 62. The District does not participate in Social Security.

Remote Screen Interviews are conducted via a video conference platform. Remote Screen Interviews may be recorded and are tentatively scheduled for the week of June 9, 2025.
