We are currently recruiting for a Code Enforcement Officer position. This is a flexible role that can be filled at either level I or II, depending on the qualifications of the selected candidate and the needs of the Community Development Department.

Your Impact
Code Enforcement Officer I - ( $60,528.00 - $95,180.80 Annually)
Under general supervision, conduct entry-level code enforcement investigations to identify and enforce the City of Irvine Municipal Code and Zoning Ordinance regulations, as well as State and Federal regulations related to building codes.

Duties include:

• Conducting on-site inspections of properties to identify code violations.
• Responding to and resolving resident, property owner, and commercial tenant complaints and disputes.
• Providing education and outreach to the public regarding code requirements.
• Assisting with water quality inspections.

Code Enforcement Officer II - ( $65,145.60 - $102,398.40 Annually)
Under general supervision, conduct code enforcement investigations to identify and enforce the City of Irvine Municipal Code and Zoning Ordinance regulations, as well as related State and Federal regulations related to building codes.

Duties include:

• Independently conducting complex code enforcement investigations and initiating enforcement actions.
• Resolving complex resident, property owner, and commercial tenant complaints and disputes.
• Providing expert advice and guidance to the public and other city departments regarding code requirements.

Minimum Qualifications
Code Enforcement Officer I

• High school diploma or equivalent, supplemented by college-level coursework in criminal justice, business, or public administration.
• Six months experience involving heavy public contact, including general compliance , investigatory, or enforcement experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
• Possess, or ability to obtain, a valid California driver's license.

Code Enforcement Officer II

• High school diploma or equivalent, supplemented by college-level coursework in criminal justice, business, or public administration.
• Two years of responsible work experience enforcing building, zoning, use permits, and related codes , or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
• Possess, or ability to obtain, a valid California driver's license.
• Desirable Qualifications: Code enforcement experience in municipal government

The Community Development Department plans, implements, and enforces construction development standards and performance criteria that facilitate the creation and maintenance of a built environment that is safe, vibrant, and aesthetically pleasing. The department consists of two primary divisions—Planning & Development Services and Building & Safety—with support functions for each provided through the Community Development Assistance Center (CDAC).
The CDAC acts as a one-stop shop for businesses, developers, and anyone interested in development projects in Irvine. They provide information and resources to help people make informed decisions about building, expanding, or altering structures in the City. The CDAC also facilitates the submittal and processing of planning and permit applications, as well as the processing and issuance of business licenses.

Planning & Development Services oversees current and long-range development planning for the City. The division develops, maintains, and implements the General Plan and Zoning Ordinance policies and standards, including the adopted Traffic Study Guidelines and other planning documents. The division is responsible for reviewing and processing all development applications and permits, reviewing and analyzing all transportation-related issues for development projects, assisting residents, businesses and developers on all land use and transportation-related planning and zoning inquiries, and coordinating regional and interagency planning efforts.

Building & Safety (including the Water Quality and Code Enforcement sections) ensures that development in the City of Irvine is designed, constructed, used, and maintained in accordance with the Irvine Municipal Code, California Building Codes, and federal water quality standards. The division is responsible for reviewing and approving grading and building permit applications and associated construction documents, and for inspecting the permitted construction for conformance with the approved plans. The Code Enforcement section responds to and investigates concerns from the public regarding potential code violations, including unpermitted construction, property maintenance, unpermitted signs, and more.

The Process
The selection process may include an examination and a background investigation before appointment. This recruitment may establish an eligibility list to fill future positions in similar and/or lower classifications within the organization.
