POSITION

Under general supervision, collaborates, implements, and enforces short and long-term program goals, objectives, policies, and procedures by ensuring compliance with City’s municipal codes, ordinances, state laws, and statutes governing the City’s Residential Sound Insulation Program (RSI); The below list of tasks is ILLUSTRATIVE ONLY and not a comprehensive listing of all functions and responsibilities performed by positions in this classification.

TASKS

• Coordinates activities of an assigned program by identifying grant funding, developing and updating program policy and procedures,
• Interprets, clarifies, and monitors compliance with local, state, and federal ordinances, laws, and other regulations in response to complex inquiries from constituents and other interested parties;
• Work with staff to establish a fiscally responsible budget, policy, and procedure manuals, electronic notifications, and workflow operations that promote effective department operations;
• Prepare, develop, write, and submit grant applications, letters of inquiry, and formal proposals according to the grant guidelines;
• Generate analytical and statistical reports on program expenditures and allocations for administrative and service costs that demonstrate program financial accountability;
• Complete studies through research and analysis of applicable state and local laws, ensuring uniformity and effectiveness of existing procedures with other agencies;
• Collect and examine data to develop tracking databases that generate action and adherence to Federal and State agencies;
• May train, assist, supervise, and evaluate staff engaged in the work activities and operations of the department to ensure service expectations, goals, objectives, and performance standards are consistently achieved.

QUALIFICATIONS

Bachelor’s Degree from an accredited college or university in public administration, law, or a related field AND four (4) years of progressively responsible professional experience, including experience interpreting and applying contractual legal language and administration in a public or private agency related to the assigned program..

KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS:

• Knowledge of applicable Federal, State, and City laws, rules, regulations, and ordinances, City policies and procedures; principles and practices of public personnel administration and supervision; public relations principles and techniques, principles and procedures used in budget preparation, justification, monitoring, and reporting, and assigned departmental operations;
• Skilled in providing and following complicated verbal and written instructions; establishing and maintaining effective and productive working relationships with other employees, supervisors, department officials, officials of other agencies, and the general public; preparing professional documentation and presentations for official use;
• Ability to train, provide technical guidance, supervise administrative staff, express ideas and information clearly and concisely, verbally and in writing, and evaluate technical information and statutes to arrive at sound recommendations based on the data and effectively respond to any situation; and work with little direct supervision and exercise good judgment to prioritize and manage workload and other duties;
• Proficient in operating office equipment, including computers and software, fax machines, copiers, scanners, and other specialized equipment, MS Office software packages, and other industry-related software.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

Work is primarily performed in an office and outdoor environment and may require frequent standing, walking, and bending. May be exposed to variable weather conditions; May be required to lift and/or move up to 25 pounds; May be required to use a personal vehicle in employment, or travel within and out of City boundaries to attend meetings.

THE SELECTION PROCESS

Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
