A Debt Manager position is available with the City of Fort Worth Financial Management Services Department in the Treasury Division. Reporting to the Assistant Finance Director over Treasury, the Debt Manager will be involved in all aspects of managing the City of Fort Worth’s debt and related issues and will provide thought leadership in bond finance matters.
Minimum Qualifications: - Bachelor’s degree from an accredited college or university with major coursework in public administration, finance, accounting, economics, or a closely related field
- Five (5) years of progressively responsible experience in fiscal services or a closely related field
- Four (4) years of administrative and supervisory experience
Preferred Qualifications: - Experience in public finance with involvement in the municipal bond issuance process, whether from the issuer side or through a supporting role within the debt financing industry
- Knowledge of federal securities laws applicable to municipal issuers (e.g., SEC Rule 15c2-12, MSRB rules)
- Familiarity with post-issuance compliance, including arbitrage rebate and continuing disclosure
- Strong understanding of public finance principles and credit rating agency methodologies
- Experience coordinating with internal and external stakeholders, including financial advisors, legal counsel, and investment banking firms
- Proficiency with Microsoft Office Suite and familiarity with databases
The Debt Managers Job Responsibilities Include: - Managing the City’s debt portfolio and executing bond transactions, including project scoping, financing timelines, legal documentation, and closings.
- Coordinating with Financial Advisors, Bond Counsel, Underwriters, Rating Agencies, and other key stakeholders to support capital financing needs.
- Monitoring debt service funds, ensuring timely payments, and maintaining compliance with bond covenants, regulatory requirements, and post-issuance obligations (e.g., continuing disclosure and arbitrage rebate).
- Developing and implementing debt policies and procedures that promote transparency, fiscal sustainability, and alignment with strategic goals.
- Leading credit rating and investor outreach efforts, including preparing rating presentations, conducting annual reviews, and maintaining investor disclosures.
- Supporting long-term capital and financial planning by monitoring debt capacity and affordability, evaluating funding strategies, and collaborating with Capital Delivery, Budget, Accounting, and other departmental teams.
- Preparing financial reports and analysis for senior management, rating agencies, and elected officials.
- Administering vendor contracts related to debt services, such as Financial Advisor, Arbitrage Consultant, and Paying Agent.
- Preparing and reviewing City Council communications and presenting at Council or executive leadership meetings as needed.
- Supervising a Sr. Treasury Analyst and collaborating cross-functionally to ensure effective debt management and fiscal stewardship.
