Public Works Construction Specialist
Description
Job SummaryJOB SUMMARY : Oversees, tracks and monitors the progress of public works construction projects to ensure that project design, construction, contractual terms and project administration comply with applicable local laws, codes, ordinances and regulations.
Works under the administrative supervision of a professional or management employee, planning and arranging own work. Instructions are regularly provided and work is periodically reviewed.
Representative DutiesNote: Duties may vary dependent upon assignment and work location.Reviews, evaluates and monitors construction schedules and schedule of values of public works projects.Prepares legal documentation.Works with contractors, consultants, user departments and other agencies to ensure compliance with project specifications.
Maintains construction records for a variety of Capital Improvement Projects (CIPs).
Manages the services provided by consultants and contractors for CIP projects.Reviews invoices and processes requests for payments. Tracks and monitors project budgets and make recommendations regarding budget encumbrances.
Prepares the Storm Water Pollution Prevention Plan (SWPP) and monitors implementation of the plan.
Performs various engineering calculations for change orders and contract estimates. Performs negotiations and claims mitigation tasks and monitors labor compliance.
Coordinates and conducts meetings with City departments, outside agencies, contractors and consultants to discuss the progress of projects.Conducts pre-construction conferences.
Meets with private organizations and agencies and neighborhood groups regarding project updates.Provides feedback to these groups.
Drafts and assists in the preparation of staff reports and Requests for Proposals (RFPs) for consultant services, construction management work, materials testing laboratories, construction inspection, hazardous materials, and other construction related services.Evaluates bids and recommends awards of contracts.Develops construction staging and phasing plans.
Participates in the selection of design and project management consultants.Evaluates proposals, writes agreements, and verifies compliance with insurance and bond requirements.Reviews designs for constructability and value engineering.
Prepares a variety of reports and correspondence, including construction progress reports.
Meets with attorneys and participates in depositions and arbitrations related to City construction projects.
Responds to public complaints and concerns related to construction projects. Researches construction issues and refers to appropriate resources.
Performs other related duties, as assigned.
RequirementsKnowledge, Abilities and Skills :Knowledge of:
Principles and practices of construction, structural engineering and architectural design.
Methods, techniques, materials and equipment used in the design, construction and management of public work projects, e.g. buildings, streets, water distribution and drainage systems, sewers, and parks.
Construction inspection techniques and practices.
Field engineering and architectural finishes, including surveying, inspection, and construction practices.
Building codes and standards for the evaluation of building design and construction.
Applicable federal, state and local laws, rules and regulations.
Uniform Building Code and the California Building Code.
Report writing techniques.
Safe work practices and procedures.
Effective customer services techniques.
Ability to:
Read and understand construction documents, drawings and specifications.
Inspect a variety of public works projects.
Use survey equipment.
Perform technical calculations and cost estimates.
Interpret and apply state and local laws, rules and regulations.
Prioritize work and meet deadlines.

Reading, writing and communicating at an appropriate level.
Using a personal computer and applicable software applications.
Education, Training and Experience :Graduation from an accredited college with an Associate’s degree or 60 semester units or the equivalent of college level coursework in Construction Management, Civil Engineering, Architectural Design or a closely related field.
Five years of recent, paid work experience in public works construction which has included project management, inspection and cost estimating duties. Additional recent, related work experience may substitute for the educational requirement on a year for year basis. (Successful completion of 30 semester or 45 quarter units is equal to one year of the additional work experience.)
Licenses and Certificates :Possession of a valid Class C driver license.
WORKING CONDITIONS :Work is performed outdoors in a field setting and indoors in an office environment. When working in the field, the incumbent may be required to use safety gear and follow appropriate safety procedures. May be occasionally required to work weekends and evenings.
