The Human Resources Department comprises approximately 45 positions and provides centralized services to the County’s 22 departments. The divisions/units within Human Resources include recruitment, classification and compensation, employee and labor relations, risk management, disability management, employee benefits and wellness, equal employment, employee learning and organizational development, volunteer and interns, and departmental administration.
ABOUT THE POSITIONThe HRIS Business Systems Analyst (Business/ERP Systems Analyst) is a key contributor to the maintenance and optimization of the County’s Tyler Munis Human Capital Management (HCM) system and Payroll modules. This role requires an experienced analyst with strong human resources reporting skills, responsible for delivering reliable production support and driving ongoing system stabilization. Core responsibilities include customizing, configuring, and enhancing the HRIS system to align with evolving countywide business needs; troubleshooting complex issues; coordinating system updates; and ensuring data integrity through thorough testing, validation, and audits. The analyst will also extract and analyze data, create clear user documentation and training materials, and provide essential support to end users.
This position also involves analyzing operational business needs, researching and recommending HR systems (such as case management tools), implementing process improvements, and providing system-level support across various HRIS platforms. The role may also include other HR assignments and projects, all while ensuring compliance with applicable laws and regulations.
The Human Resources Department has embraced a hybrid work schedule that considers t hat some duties of this position may be performed remotely and telework options are available; however, the successful candidate must also be able to report to County facilities for various meetings and work assignments upon short notice, as needed and deemed appropriate.

QUALIFICATIONS Knowledge of:- Principles, business processes, and practices related to the assigned area.
- Business systems and/or functional experience in program area of assigned work.
- Procedures and practices for testing business functions within ERP systems and applications.
- Application software including project management, presentation, spreadsheet, and word processing applications.
- HRIS platform system support experience, such as NeoGov, Talent Quest, Samaritan, etc.
Ability to:- Lead discussion with managers and departmental end users to define and document business requirements.
- Develop and document clear and detailed business and technical processes, functions and procedures.
- Collaborate with end users and IST staff to plan and implement software upgrades, new functionality, and system patches.
- Develop an understanding of departmental business processes and technology requirements.
- Effectively analyze, troubleshoot, and problem-solve complex processes.
- Design, configure, and implement complex systems.
- Adapt to changing priorities and work demands.
- Read and interpret a variety of technical manuals and instructions designed for automated applications.
- Communicate effectively, including writing clear, concise and detailed instructions, procedures and reports.
- As a key contributor to our HR Information systems, work independently and as part of a high-functioning team.
- Design and deliver engaging, practical training sessions to enhance user understanding and effective system utilization.
- Establish and maintain effective and collaborative working relationships with people in contact within the performance of duties.
- Deliver exceptional customer support by responding to system-related inquiries, troubleshooting issues, and ensuring timely resolution of user concerns.
MINIMUM QUALIFICATIONS Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to a Bachelor of Arts degree in business administration, computer science, accounting, finance, human resources, payroll, purchasing or a field related to the work and two years of responsible journey level experience in a position that would provide knowledge of ERP systems or related functional business programs, processes and/or operations, including experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities.
Additional professional experience in analyzing business processes and information systems may substitute for the required education on a year-for-year basis.
