SummaryMinimum starting salary is $125,457.26 annually The City of Waco Seeks An individual with experience in transportation, public works operations, planning, water and sewer utility administration, and operations to provide leadership, management, and strategic oversight for the engineering division within the Infrastructure Services department.
Minimum Qualifications Required: - Bachelor's degree in civil engineering, environmental engineering, environmental science, public administration, planning, construction management, or closely related field and 8 years progressive leadership experience related to transportation, public works operations, planning, water and sewer utility administration and operation, or related field or
- Bachelor's degree in civil engineering, environmental engineering, environmental science, public administration, planning, construction management, or closely related field AND Possession of a TCEQ Water OR Wastewater Class "A" Operator License and 6 years progressive leadership experience related to transportation, public works operations, planning, water and sewer utility administration and operation, or related field or
- Bachelor's degree in civil engineering, environmental engineering, environmental science, public administration, planning, construction management, or closely related field AND Possession of a TCEQ Water AND Wastewater Class "A" Operator License and 4 years progressive leadership experience related to transportation, public works operations, planning, water and sewer utility administration and operation, or related field or
- Bachelor's degree in civil engineering, environmental engineering, environmental science, public administration, planning, construction management, or closely related field AND Professional Engineer license and 4 years progressive leadership experience related to transportation, public works operations, planning, water and sewer utility administration and operation, or related field
Required Licenses: - Driver's License
- TCEQ Class "A" Water License
- TCEQ Class "A" Wastewater License
- Professional Engineer (PE) License (Individuals with PE license are not required to have TCEQ licenses mentioned above)
- Individuals with 8 years related experience are not required to have TCEQ licenses or PE license mentioned above
Position Overview: Assists in planning, directing and managing the activities and operations of the Infrastructure Services Department including direct management of assigned divisions. Coordinates assigned activities with other departments and outside agencies. Oversees administrative and programmatic activities and special projects and ensures effective planning and prioritization of department services. Provides complex administrative support to the Director.
Essential Functions - Lead the Engineering Division within the Department of Infrastructure Services.
- Manage a team of professional engineers and project managers to execute the City of Waco Capital Improvements Program.
- Work with other Department Divisions to implement public and private development plan review and engineering inspections.
- Oversee capital project selection, development, and budgeting.
- Directs the activities of the division/department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.
- Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
- Provides strategic focus and direction to prioritize and apply resources to beneficial programs and activities; make decisions and provides direction about the use of resources; and promotes the goals and priorities of the City organization.
- Conducts field visits and inspections. Ensures compliance to jobsite safety practices and procedures; identifies beneficial revisions to project scope and schedule; and makes adjustments as needed.
- Evaluates and provides direction to staff concerning ongoing and planned projects and initiatives.
- Participates in the development and administration of the department's budget; forecasts funds needed for staffing, equipment, materials and supplies; and implements budgetary policy and procedures.
