The successful candidate will manage, coordinate, and direct the Field Operations Division in all administrative and field operations and projects such as road construction/maintenance, asphalt paving/repair, grounds/landscaping, and stormwater maintenance responsibilities.

HIRING SALARY RANGE: $95,804 to $107,889 (Estimated Annual Salary)

Duties and Responsibilities

• Performs a significant leadership role within the department by assisting the Director and Deputy Director with development and implementation of policies and procedures to achieve the mission of the Field Operations Division
• Responsible for overall performance of the Field Operations Division
• Manage and coordinate priorities for the Division
• Establish, implement, and integrate short-and long-term goals and plans for operations while ensuring compliance with Federal, State, and Local regulations
• Develop, prioritize, justify, and/or administer funding within the Division’s operational budget
• Develop and maintain a qualified and motivated work force focused on employee career development
• Develop, establish, monitor, and adapt work procedures and methods for efficient operations and employee accountability
• Develop and implement policies and procedures to achieve the mission of the Division
• Establish production standards and review work progress to ensure compliance with established goals, parameters, and policies
• Adjust resources and workloads based on changing operational needs or deadlines/priorities
• Provide technical information and respond to complex issues related to the Division
• Determine division training needs and evaluate results
• Counsel subordinates regarding job performance
• Respond to informal and formal complaints from subordinates and take appropriate action
• Review annual performance evaluations of subordinate staff
• Communicate and coordinate with SCDOT and local municipalities to establish and maintain strong working relationships.
• Respond to citizens as necessary to address concerns
• Provide clear and concise information to stake holders to increase understanding of Public Works projects and associated positive impacts within the community
• Ensure Division is prepared to respond to emergencies
• Anticipate impacts from adverse weather and ensure contingency plans are in place
• Be available during weather events or other county emergency situations

Minimum Qualifications

Minimum Education: A Bachelor’s Degree in Civil Engineering, Project Management, or related field is required.

Minimum Qualification: 7 to 10 years or more of progressively responsible experience in a related field to include 5+ years managing maintenance and/or construction activities.

Knowledge, Skills and Abilities

Substantial drainage and sedimentation control techniques; heavy roadway construction principles and practices; underground utility and pipe installation techniques; prefabricated/preformed bridge installation and repair; an understanding of environmental regulations and best management practices required by State and Federal regulatory agencies; landscaping and turf grasses maintenance and installation; soil mechanics as related to construction activities; engineering and surveying principles; knowledge of the capabilities of various pieces of construction equipment; asphalt and concrete applications and installation; borrow pit operations. Skilled in training, evaluating, and coordinating the training of others; skilled in Microsoft Office e.g., Word, Excel, Outlook, and PowerPoint; able to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Must possess leadership and organizational skills as well as excellent communication skills. A valid South Carolina Driver’s License is required.
