The County of Ventura offers attractive compensation and a benefits package. In addition to the salary of approximately $70,222.82 to $98,524.56 annually an employee within this position will also be eligible for the following:



VENTURA COUNTY
The County's 1,873 square miles include 1,846 square miles of land with 42 miles of coastline which is home to the fol lowing cities and points of interest: Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and Ventura as well as national protected areas such as parts of the Angeles National Forest, Channel Islands National Park, and the Santa Monica Mountains National Recreation Area. Ventura County is a “general law” county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist, and act as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction.

THE AGENCY
The primary goal of the Resource Management Agency (RMA) is to protect the health, safety and welfare of the general public through administration and enforcement of County ordinances, Board policy, and state and federal laws regarding land use, and commercial and environmental regulation. The agency includes five divisions: Environmental Health, Building & Safety, Code Compliance, Operations, and Planning. RMA also plays an important role in economic development by assisting County residents and businesses in obtaining permits needed to construct new or reconfigured buildings, start new businesses such as home occupations, restaurants and food service establishments, and agricultural enterprises.

THE DIVISION

The key responsibility of the Environmental Health Division is to protect public health and the environment by ensuring conformance with State laws and County ordinances pertaining to the following programs: food protection, hazardous materials, hazardous waste, individual sewage disposal systems, land use, medical waste, ocean water quality monitoring, recreational health, solid waste, underground fuel tanks, and vector control.

THE POSITION

Under general supervision, performs work leading to the acquisition of a comprehensive knowledge of applicable ordinances, rules, laws, regulations, instruments, principles, practices and programs in the Environmental Health division; and performs related duties as required.

The ideal candidate will have a Bachelors' Degree in a related field and possess strong interpersonal abilities and demonstrate communication and organizational skills to interact with staff from the Environmental Health Division, RMA IT, and Accela Enterprise Team as the division Accela Automation and software database liaison; communicate effectively orally and in writing; coordinate and resolve division's requests for technical and business changes; and effectively respond to public inquiries. The candidate will also have experience with Accela Automation and software database regulating programs products.

Distinguishing Characteristics:

The RMA Technician III is the advanced journey level in the classification series and receives only occasional instruction or assistance as new, unusual or emergency situations arise. The RMA Technician I is the entry level in the RMA Technician series and incumbents initially work under immediate supervision, continue to develop skills and knowledge and perform most of the duties of a division of the Agency. Incumbents at the RMA Technician II journey level are qualified to perform the regularly assigned job duties under general supervision.

PAYROLL TITLE & APPROXIMATE SALARY:

Resource Management Agency Tech III : $33.76 - $47.37 per hour

EDUCATION, TRAINING, and EXPERIENCE

Resource Management Agency Tech III

Considerable experience and/or education that has led to the acquisition of the required knowledge, skills and abilities to perform the assigned duties in the applicable RMA division. The required knowledge, skills and abilities also can be obtained by completion of four (4) or more years of related experience in the areas of customer service, business analysis and reports and software applications.

Substitution:

A Bachelor’s degree in a field related to the specific area may substitute for twelve (12) months of experience.

Depending upon the level and specific RMA section, most of the positions work primarily indoors in an office environment with frequent public contact. On occasion, may be required to work overtime or flexible schedule to resolve production problems or meet deadlines. Also, may work nights, weekends, and holidays on an on-call basis. Incumbents may be required to perform tasks, which include lifting and carrying up to thirty (30) pounds; bending; stooping; reaching above shoulder level; and keyboard entry on common word processing and data base programs.

TRAINING & EXPERIENCE EVALUATION - qualifying: A Training and Experience Evaluation (T&E) may be used in lieu of an oral examination. A T&E evaluation is a structured evaluation of the job application materials submitted by a candidate, including the written responsesto the supplemental questionnaire. The T&E evaluation is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E evaluation is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E evaluation, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the Agency. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low and may result in them not advancing in the process.

NOTE: In a typical T&E evaluation, your training and experience are evaluated in relation to the background, experience, and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See or Refer Resume" or "See Above" are not acceptable and may disqualify an applicant from further consideration.

ORAL EXAMINATION - 100%: A job-related Oral Examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy (70%) percent or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score will be assigned to each application based on established criteria. Such score will be considered the final score for placement on the eligible list.

ELIGIBLE LIST

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent and Extra Help vacancies for this and similar positions within the Resource Management Agency. There is currently one (1) Regular vacancy within the Environmental Health Division.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year
