Job Description

The Agency Instructor I will perform training for various specialty, skilled and/or semi-skilled courses, specifically Confined Space Entry, within the Water & Wastewater program. The instructor will utilize his/her knowledge of various adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of the course instruction. They will perform online and/or classroom instruction, field-based skills training, and/or may provide technical assistance in a specialty area while using a variety of media to present course material. The instructor may assist in creating new content or updating existing curriculum content, when necessary, to meet the learner’s needs. The instructor is expected to maintain their technical competence and skills and will report to the Training Coordinator/Manager.

The purpose of this position is to perform instruction in proper confined space entry procedures and serve as a subject matter expert regarding confined spaces. In addition to instruction, duties will include delivery, set-up, and maintaining the confined space entry trailer as well as all the safety equipment within the trailer.

Required Qualifications:

• Bachelor's Degree from an accredited college or university.
  
• Three years of hands-on experience in performing confined space entries.
  
• Three years of experience in the operation of, maintenance, design, construction, or regulation of water utility systems.
  

TCEQ Sponsor Requirements
Experience must include one year of training adults, and 60 hours of classroom instruction OR completion of approved Instructor training courses in:

• Methods of Teaching OR Effective Instructional Techniques AND
  
• Instructional Design and Evaluation OR Organizational and Use of Training Materials
  

Equivalency: Will accept an Associate’s degree with five years of relevant experience in confined space entry and five years in the operation of, maintenance, design, construction, or regulation of water utility systems or a high school diploma/GED with seven years of relevant experience in confined space entry and seven years in the operation of, maintenance, design, construction, or regulation of water utility systems. Must also meet TCEQ Sponsor Requirements.

Required Licenses/Certifications:

• Must have a valid Class “A” CDL or ability to obtain within 180 days of employment.
  
• Must have one of the following licenses: Texas Class "B" Water license, Texas Class "B" Wastewater license, Texas Class “B” Distribution license OR Texas Class III Collection license.
  

Preferred Qualifications:

• Five years of experience in the operation of, maintenance, design, construction, or regulation of water utility systems.
  
• Five years of hands-on experience in performing confined space entries.
  
• Six months experience as an Instructor in Water Utilities courses.
  
• Texas Class "A" Water license.
  
• Texas Class "A" Wastewater license.
  
• Current OSHA 10 or OSHA 30 DOL card, or ability to acquire.
  

Physical Requirements:

• Ability to move and lift heavy objects up to 40lbs.
  
• Ability to wear personal protective gear.
  
• Must be able to lead instruction for up to 8 or more hours per day. (Standing)
  
• Ability to work in adverse weather conditions.
  
• Ability to use a keyboard and mouse.
  
• Ability to communicate both orally and written.
  
• Ability to operate presentation equipment.

• Standard office equipment: computer, keyboard, multifunctional printer, telephone.
  
• Presentation equipment: projectors, cameras and microphones.
  
• PPE when needed.
  

Notifications:

• This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
  
• All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
  
• This position may require work beyond normal office hours and/or work on weekends.
  
• As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
  
• Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
  
• Employment in this role is contingent upon successful completion of a pre-employment drug screen and will also be subject to random drug screening per DOT regulation.
  
• Travel required; up to 100%.
  

Essential Duties, Tasks, and Percentages:

Provide field and classroom instruction for the Water and Wastewater Training Program - 90%

• Travels to remote locations and provide field and classroom instruction across the state as assigned by program supervisor, which will frequently require multiple overnight stay(s).
  
• Ensures all training materials are prepared before class and secured at the completion of class.
  
• Follows approved curriculum course outline and performs all course exercises as explained in the Instructor Guide.
  
• Ensures all participants have achieved the terminal objectives of the course.
  
• Gives participants the opportunity to evaluate the training.
  
• Completes the required administrative work to include student fees, student records, travel submissions, and time and effort documentation.
  
• Informs all concerned parties of any schedule changes or updates.
  
• Follows approved testing rules and instructions.
  

Provide Technical Assistance - 5%

• Provides on-site technical assistance and one-on-one training for operators of water and wastewater treatment plants and educates them on the hazards of confined spaces, including how to safely enter, work in, and exit such spaces.
  

Provide Program Support - 5%

• Participates in professional development in subject matter areas.
  
• Assists in the monitoring of program live online instructor led classes.
  
• Updates technical courses and conducts special training courses as assigned by the program supervisor.
  
• Develops course outlines for new or emerging technologies.
  
• Ensures class documentation is completed in an accurate and timely manner in accordance with Division guidance, Agency and contractual requirements, if applicable.
  
• Ensures requests for travel and post travel claim documentation are completed in an accurate and timely manner in accordance with Division and Agency guidance.
  
• Assists the Training Manager/Coordinator with customer interactions.
  
• Assists in the marketing of Division programs and events to potential customers and students.
  

Additional Program/Division responsibilities:

• Involvement with Agency Initiatives (CoP’s, committees, etc.).
