Lead Board Services Specialist

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

Effective June 27, 2025: 4.00% increase

OPEN TO THE PUBLIC
This recruitment will establish an open eligible list. This list will be used to fill current and future Lead Board Services Specialist positions. This eligible list may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

CLERK OF THE BOARD

Clerk of the Board (COB) is comprised of three divisions: Board Services, Assessment Appeals, and Files Management & Administrative Services. The Clerk of the Board is the official repository of County records and provides administrative support to the Board of Supervisors, the governing boards of certain districts and authorities, including the Assessment Appeals Boards (AAB) and Hearing Officers. The majority of its functions are defined and mandated by various California Statutes, Revenue and Taxation Codes, County Ordinances, Board Resolutions, County Rules of Procedure, and by Board of Supervisors' policy.

THE OPPORTUNITY

Lead Board Services Specialists have assignments with significantly more independence and responsibility than lower-level positions in the Board Services Specialist series. Typical duties consist of, but are not limited to, the following:


The immediate vacancy is within the Assessment Appeals Division; however, this recruitment may be utilized to fill Lead Board Services Specialist positions across all divisions within Clerk of the Board. The Board Services and Files Management & Administrative Services Division roles will perform similar duties to those aforementioned, however there may be additional responsibilities specific to those divisions.

Assessment Appeals Division

Assessment Appeals division receives and processes assessment appeal applications; schedules hearings in accordance with legal requirements; maintains minutes and official records; provides administrative support and training to Assessment Appeal Board members and Hearing Officers; and provides assistance and education to the general public on the assessment appeals process.

In addition to the duties listed above, the Lead Board Services Specialists within the Assessment Appeals Division may be required to clerk public assessment appeals hearings, ensure compliance with relevant codes and policies, finalize hearing minutes, process board actions, coordinate with property tax departments, provide administrative support to hearing officers and board members, and other responsibilities required within the Division.

PHYSICAL, MENTAL, AND ENVIRONMENTAL REQUIREMENTS

Physical Conditions
Vision sufficient to read standard text, fine print, and various handwritings and to view a computer monitor; speak and hear well enough to communicate clearly and understandably in person and over the phone; independent body mobility sufficient to stand, sit, walk, stoop and bend routinely to perform daily tasks; ability to sit for prolonged period of time; manual dexterity to use hands, arms, and shoulders repetitively to operate a keyboard and mouse as well as other office equipment such as a stapler, telephone, and photocopy machine.

Mental Conditions
Possess the ability to independently reason logically to reach conclusions and decisions; possess the ability to remain calm and appropriately focused in different interpersonal situations.

Environmental Conditions
Ability to work in a fast paced office environment and stay focused despite workplace distractions; able to work with changing priorities, deadlines, and multiple assignments concurrently.

RECRUITMENT PROCESS

Human Resource Services (HRS) will screen all application materials for minimum qualifications. After the initial screening, qualified applicants will be referred to the next step and notified via email of their status in the recruitment.

Application Screening (Refer/Non-Refer)
Applications and supplemental responses will be screened for qualifications that are highly desirable and most needed to successfully perform the duties of this job. Only those applicants that meet the qualifications as listed in the job bulletin will be referred to the next step.

Online Assessment (Weighted 50%)
Candidates who meet desirable qualifications will be invited to participate in one or more job-related assessments. Candidates will be notified of their test date and access code, if applicable.

Structured Oral Interview | (Weighted 50%)
Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

Eligible List

Once the assessment has been completed, HRS will establish an eligible list of candidates. Only the most successful candidates will be placed on the eligible list.
