POSITION:

Under direction of a Program Management Analyst and the Senior Deputy Executive Officer, on an as-needed basis, monitors and evaluates compliance with policies and performance benchmarks in a major program area; performs organizational and operational studies of County services and functions within a major program area; performs contract and grant administration; evaluates budgetary requests and recommends program modification; and represents the County Executive Office (CEO) in various programs and forums of public outreach.

IDEAL CANDIDATE:

The ideal candidate will be professional, self-motivated, will have basic knowledge of public administration, including policy development and analysis, analyze legislation, budget development and analysis, evaluating requests from management, other departments, and the public, and formulating recommendations, contract and grant administration, and will have exceptional communication skills to develop and maintain relationships with various community programs, public utilities, and other agencies.

PAYROLL TITLE: Management Analyst I

AGENCY/DEPARTMENT: County Executive Office - Budget & Finance Division

Management Analyst I is a Management classification and is not eligible for overtime compensation. The incumbent in this classification is eligible for benefits at the MB4 level.

The eligible list established from this recruitment may be used to fill current and anticipated future Regular (including Temporary, Fixed Term), Intermittent, or Extra-Help vacancies for this position and related positions only. There is currently one (1) Fixed Term vacancy within the County Executive Office.

NOTE: Fixed Term positions are Regular positions for a specific duration of time. This Fixed Term position is anticipated to expire on 06/30/2028.

TENTATIVE SCHEDULE
OPENING DATE: June 16, 2025
CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

ORAL BOARD EXAMINATION: An oral board exam is anticipated to take place sometime during the week of July 7, 2025.

EDUCATION, TRAINING AND EXPERIENCE:

Some management or analytical experience that has led to acquisition of the required knowledge, skills, and abilities. An example of qualifying education and experience is as follows:

KNOWLEDGE, SKILLS, and ABILITIES:

Some knowledge of: principles and practices of finance and accounting, including fiscal and budget analysis and budget preparation, financial reporting; research techniques and methods used in administrative analysis; contract and/or grant administration; ; community services and public outreach; management theory and practice; the Brown Act, and the Robert's Rules of Order.

Working ability to: assess program effectiveness, implement modifications, and drive process improvements to enhance overall performance; communicate effectively orally and in writing; establish effective working relationships with other employees, elected and appointed officials, public and private community representatives, and municipal, State, and Federal representatives; conduct research and analysis to prepare reports and present findings and/or recommendations; and travel in County, out of County.

Skill in: program management; special projects; MS Office applications including Excel, Word, and PowerPoint; and applications, including County systems, to support budget development, financial management, and perform other duties.

SUPPLEMENTAL QUESTIONNAIRE - qualifying: All applicants are required to complete and submit the questionnaire for this examination at the time of filing. APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue through the screening and selection process.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of 70% will be assigned to each application and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

BACKGROUND INVESTIGATION: Applicants may be subjected to a thorough background investigation which may include inquiry into past employment, education, criminal background information, and driving record. For those classifications that are subject to Department of Transportation drug and alcohol testing regulations, incumbents will be tested prior to driving a commercial vehicle and may be randomly tested thereafter.
