Description

THE POSITION

New hires in the Parking Enforcement Supervisor classification may be eligible for one-time recruitment and retention bonuses totaling up to $5,000 during the first year of employment.

The Department of Public Works, Parking Services Division, is seeking a Parking Enforcement Supervisor with the ability to serve as the front-line supervisory representative of the City of Sacramento’s Parking Enforcement section. This requires consistent application of local and state regulations, equitable practices when working with both staff and constituents, and strong communication skills as a lead representative of the largest team within the Parking Services Division. This position is also responsible for professionally written performance evaluations and the ability to effectively train new parking enforcement officers. Parking Enforcement Supervisors are also expected to perform the duties of a Parking Enforcement Officer, as needed, including working shifts during weekends, holidays, nights, and in inclement weather.

The ideal candidate will be adept with both administrative tasks and field operations, including the ability to issue parking citations, respond to complaints and inquiries, perform investigations into parking enforcement issues, and provide front-line advisement and support to lower-level parking enforcement staff.
DEFINITION

To supervise, schedule, and dispatch regulatory personnel in the enforcement and control of municipal on-street parking.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by the Assistant Parking Manager assigned to on-street parking enforcement and control. Responsibilities include direct supervision of Parking Enforcement Officers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to, the following:

- Supervise, schedule, and dispatch field personnel involved in parking code enforcement and parking control activities.
- Monitor a two-way radio; dispatch and log all calls.
- Maintain records pertaining to description of parking enforcement routes, Parking Code violations, time zone locations, and related matters.
- Receive, investigate, and respond to a variety of public inquiries and complaints regarding parking regulations and enforcement activities.
- Issue emergency parking permits and delivery permits as required.
- Maintain and issue parking enforcement supplies such as citation books and keys to assigned equipment.
- Review, on a daily basis, parking citations issued for accuracy and completeness.
- Prepare information to be sent to Municipal Court regarding Parking Code violations.
- Maintain statistics on a variety of on-street parking related subjects.
- Instruct, train, supervise, and evaluate subordinate personnel.
- Coordinate parking enforcement activities with other City departments, divisions, and offices.
- Perform field survey work for preferential parking program; compile statistics and coordinate enforcement of program; issue preferential parking permits.
- Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

- Pertinent laws, ordinances, and regulations relating to parking enforcement and control.
- City street systems and locations of on-street parking routes.
- Principles and practices of effective supervision.

Ability to:

- Supervise, train, and evaluate subordinate personnel.
- Understand and carry out enforcement duties relating to the Parking Code and other appropriate laws and regulations.
- Respond to public inquiries and complaints in an effective, tactful manner.
- Issue appropriate permits for emergency, delivery, or preferential parking.
- Make effective decisions concerning the dispatching and assigning of parking enforcement field personnel.
- Establish and maintain accurate statistics and parking enforcement records.
- Maintain effective working relationships with the public and other City employees.
- Obtain special police officer status during the time covered by the probationary period, and maintain such status throughout employment in the classification.

Experience:

Two years of increasingly responsible experience in on-street parking involving public contact and some lead supervision over parking enforcement personnel.

License or Certificate:

Possession of a valid California Class C Driver License.

3. Eligibility : Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Parking Enforcement Supervisor examination.
4. Screening Committee : (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
